Change `transfer_assets_using_type()` to not assume `DepositAssets` as the intended use of the assets on the destination. Instead provides the caller with the ability to specify custom XCM that be executed on `dest` chain as the last step of the transfer, thus allowing custom usecases for the transferred assets. E.g. some are used/swapped/etc there, while some are sent further to yet another chain. Note: this is a follow-up on https://github.com/paritytech/polkadot-sdk/pull/3695, bringing in an API change for `transfer_assets_using_type()`. This is ok as the previous version has not been yet released. Thus, its first release will include the new API proposed by this PR. This PR mainly removes `xcm::v3` stuff from `assets-common` to make it more generic and facilitate the transition to newer XCM versions. Some of the implementations here used hard-coded `xcm::v3::Location`, but now it's up to the runtime to configure according to its needs. Additional/consequent changes: - `penpal` runtime uses now `xcm::latest::Location` for `pallet_assets` as `AssetId`, because we don't care about migrations here - it pretty much simplify xcm-emulator integration tests, where we don't need now a lots of boilerplate conversions: ``` v3::Location::try_from(...).expect("conversion works")` ``` - xcm-emulator tests - split macro `impl_assets_helpers_for_parachain` to the `impl_assets_helpers_for_parachain` and `impl_foreign_assets_helpers_for_parachain` (avoids using hard-coded `xcm::v3::Location`)

# Description Add `transfer_assets_using()` for transferring assets from local chain to destination chain using explicit XCM transfer types such as: - `TransferType::LocalReserve`: transfer assets to sovereign account of destination chain and forward a notification XCM to `dest` to mint and deposit reserve-based assets to `beneficiary`. - `TransferType::DestinationReserve`: burn local assets and forward a notification to `dest` chain to withdraw the reserve assets from this chain's sovereign account and deposit them to `beneficiary`. - `TransferType::RemoteReserve(reserve)`: burn local assets, forward XCM to `reserve` chain to move reserves from this chain's SA to `dest` chain's SA, and forward another XCM to `dest` to mint and deposit reserve-based assets to `beneficiary`. Typically the remote `reserve` is Asset Hub. - `TransferType::Teleport`: burn local assets and forward XCM to `dest` chain to mint/teleport assets and deposit them to `beneficiary`. By default, an asset's reserve is its origin chain. But sometimes we may want to explicitly use another chain as reserve (as long as allowed by runtime `IsReserve` filter). This is very helpful for transferring assets with multiple configured reserves (such as Asset Hub ForeignAssets), when the transfer strictly depends on the used reserve. E.g. For transferring Foreign Assets over a bridge, Asset Hub must be used as the reserve location. # Example usage scenarios ## Transfer bridged ethereum ERC20-tokenX between ecosystem parachains. ERC20-tokenX is registered on AssetHub as a ForeignAsset by the Polkadot<>Ethereum bridge (Snowbridge). Its asset_id is something like `(parents:2, (GlobalConsensus(Ethereum), Address(tokenX_contract)))`. Its _original_ reserve is Ethereum (only we can't use Ethereum as a reserve in local transfers); but, since tokenX is also registered on AssetHub as a ForeignAsset, we can use AssetHub as a reserve. With this PR we can transfer tokenX from ParaA to ParaB while using AssetHub as a reserve. ## Transfer AssetHub ForeignAssets between parachains AssetA created on ParaA but also registered as foreign asset on Asset Hub. Can use AssetHub as a reserve. Currently `transfer_assets` from pallet-xcm covers 4 main different transfer types: - `localReserve` - `DestinationReserve` - `Teleport` - `RemoteReserve` For the first three, the local execution and the remote message sending are separated, and fees are deducted in pallet-xcm itself: https://github.com/paritytech/polkadot-sdk/blob/3410dfb3929462da88be2da813f121d8b1cf46b3/polkadot/xcm/pallet-xcm/src/lib.rs#L1758 . For the 4th case `RemoteReserve`, pallet-xcm is still relying on the xcm-executor itself to send the message (through the `initiateReserveWithdraw` instruction). In this case, if delivery fees need to be charged, it is not possible to do so because the `jit_withdraw` mode has not being set. This PR proposes to still use the `initiateReserveWithdraw` but prepending a `setFeesMode { jit_withdraw: true }` to make sure delivery fees can be paid. Issues addressed in this PR: - Improve *Penpal* runtime: - Properly handled received assets. Previously, it treated `(1, Here)` as the local native currency, whereas it should be treated as a `ForeignAsset`. This wasn't a great example of standard Parachain behaviour, as no Parachain treats the system asset as the local currency. - Remove `AllowExplicitUnpaidExecutionFrom` the system. Again, this wasn't a great example of standard Parachain behaviour. - Move duplicated `ForeignAssetFeeAsExistentialDepositMultiplierFeeCharger` to `assets_common` crate. - Improve emulated tests: - Update *Penpal* tests to new runtime. - To simplify tests, register the reserve transferred, teleported, and system assets in *Penpal* and *AssetHub* genesis. This saves us from having to create the assets repeatedly for each test - Add missing test case: `reserve_transfer_assets_from_para_to_system_para`. - Cleanup. - Prevent integration tests crates imports from being re-exported, as they were polluting the `polkadot-sdk` docs. This fix aims to solve an issue in Kusama that resulted in failed reserve asset transfers. During multi-hop XCMs, like reserve asset transfers where the reserve is not the sender nor the destination, but a third remote chain, the origin is not available to pay for delivery fees out of their account directly, so delivery fees should be paid out of transferred assets. This commit also adds an xcm-emulator regression test that validates this scenario is now working. The `parachains-common` contains a lots of constants and type definitions which are used for `polkadot-sdk`'s testnet runtimes and also for `polkadot-fellows`'s production [SP runtimes](https://github.com/polkadot-fellows/runtimes/tree/main/system-parachains/constants). Implements an XCM executor `WeightTrader`, facilitating fee payments in any asset that can be exchanged for a native asset. A few constraints need to be observed: - `buy_weight` and `refund` operations must be atomic, as another weight trader implementation might be attempted in case of failure. - swap credit must be utilized since there isn’t an account to which an asset of some class can be deposited with a guarantee to meet the existential deposit requirement. Rococo and Westend runtimes for the "People Chain". This chain contains the Identity pallet with plans to migrate all related data from the Relay Chain. closes https://github.com/paritytech/polkadot-sdk/issues/1842 Decoupling Pallet from the Concept of Native Currency Currently, the pallet is intrinsically linked with the concept of native currency, requiring users to provide implementations of the `fungible::*` and `fungibles::*` traits to interact with native and non native assets. This incapsulates some non-related to the pallet complexity and makes it less adaptable in contexts where the native currency concept is absent. With this PR, the dependence on `fungible::*` for liquidity-supplying assets has been removed. Instead, the native and non-native currencies' handling is now overseen by a single type that implements the `fungibles::*` traits. To simplify this integration, types have been introduced to facilitate the creation of a union between `fungible::*` and `fungibles::*` implementations, producing a unified `fungibles::*` type. One of the reasons driving these changes is the ambition to create a more user-friendly API for the `SwapCredit` implementation. Given that it interacts with two distinct credit types from `fungible` and `fungibles`, a unified type was introduced. Clients now manage potential conversion failures for those credit types. Introduces a swap implementation that allows the exchange of a credit (aka Negative Imbalance) of one asset for a credit of another asset. This is particularly useful when a credit swap is required but may not have sufficient value to meet the ED constraint, hence cannot be deposited to temp account before. An example use case is when XCM fees are paid using an asset held in the XCM executor registry and has to be swapped for native currency. Additional Updates: - encapsulates the existing `Swap` trait impl within a transactional context, since partial storage mutation is possible when an error occurs; - supplied `Currency` and `Assets` impls must be implemented over the same `Balance` type, the `AssetBalance` generic type is dropped. This helps to avoid numerous type conversion and overflow cases. We currently use a bit of a hack in `.cargo/config` to make sure that clippy isn't too annoying by specifying the list of lints. There is now a stable way to define lints for a workspace. The only down side is that every crate seems to have to opt into this so there's a *few* files modified in this PR. Treasury Pallet Instance for the Fellowship in Westend Collectives. In this update, we present a Treasury Pallet Instance that is under the control of the Fellowship body, with oversight from the Root and Treasurer origins. Here's how it is governed: - the Root origin have the authority to reject or approve spend proposals, with no amount limit for approvals. - the Treasurer origin have the authority to reject or approve spend proposals, with approval limits of up to 10,000,000 DOT. - Voice of all Fellows ranked at 3 or above can reject or approve spend proposals, with a maximum approval limit of 10,000 DOT. - Voice of Fellows ranked at 4 or above can also reject or approve spend proposals, with a maximum approval limit of 10,000,000 DOT. Additionally, we introduce the Asset Rate Pallet Instance to establish conversion rates from asset A to B. This is used to determine if a proposed spend amount involving a non-native asset is permissible by the commanding origin. # Motivation (+testing) ### Enable easy `ForeignAssets` transfers using `pallet-xcm` We had just previously added capabilities to teleport fees during reserve-based transfers, but what about reserve-transferring fees when needing to teleport some non-fee asset? This PR aligns everything under either explicit reserve-transfer, explicit teleport, or this new flexible `transfer_assets()` which can mix and match as needed with fewer artificial constraints imposed to the user. This will enable, for example, a (non-system) parachain to teleport their `ForeignAssets` assets to AssetHub while using DOT to pay fees. (the assets are teleported - as foreign assets should from their owner chain - while DOT used for fees can only be reserve-based transferred between said parachain and AssetHub). Added `xcm-emulator` tests for this scenario ^. # Description Reverts `(limited_)reserve_transfer_assets` to only allow reserve-based transfers for all `assets` including fees. Similarly `(limited_)teleport_assets` only allows teleports for all `assets` including fees. For complex combinations of asset transfers where assets and fees may have different reserves or different reserve/teleport trust configurations, users can use the newly added `transfer_assets()` extrinsic which is more flexible in allowing more complex scenarios. `assets` (excluding `fees`) must have same reserve location or otherwise be teleportable to `dest`. No limitations imposed on `fees`. - for local reserve: transfer assets to sovereign account of destination chain and forward a notification XCM to `dest` to mint and deposit reserve-based assets to `beneficiary`. - for destination reserve: burn local assets and forward a notification to `dest` chain to withdraw the reserve assets from this chain's sovereign account and deposit them to `beneficiary`. - for remote reserve: burn local assets, forward XCM to reserve chain to move reserves from this chain's SA to `dest` chain's SA, and forward another XCM to `dest` to mint and deposit reserve-based assets to `beneficiary`. - for teleports: burn local assets and forward XCM to `dest` chain to mint/teleport assets and deposit them to `beneficiary`. ## Review notes Only around 500 lines are prod code (see `pallet_xcm/src/lib.rs`), the rest of the PR is new tests and improving existing tests. --------- Co-authored-by: command-bot <>

## Motivation `pallet-xcm` is the main user-facing interface for XCM functionality, including assets manipulation functions like `teleportAssets()` and `reserve_transfer_assets()` calls. While `teleportAsset()` works both ways, `reserve_transfer_assets()` works only for sending reserve-based assets to a remote destination and beneficiary when the reserve is the _local chain_. ## Solution This PR enhances `pallet_xcm::(limited_)reserve_withdraw_assets` to support transfers when reserves are other chains. This will allow complete, **bi-directional** reserve-based asset transfers user stories using `pallet-xcm`. Enables following scenarios: - transferring assets with local reserve (was previously supported iff asset used as fee also had local reserve - now it works in all cases), - transferring assets with reserve on destination, - transferring assets with reserve on remote/third-party chain (iff assets and fees have same remote reserve), - transferring assets with reserve different than the reserve of the asset to be used as fees - meaning can be used to transfer random asset with local/dest reserve while using DOT for fees on all involved chains, even if DOT local/dest reserve doesn't match asset reserve, - transferring assets with any type of local/dest reserve while using fees which can be teleported between involved chains. All of the above is done by pallet inner logic without the user having to specify which scenario/reserves/teleports/etc. The correct scenario and corresponding XCM programs are identified, and respectively, built automatically based on runtime configuration of trusted teleporters and trusted reserves. #### Current limitations: - while `fees` and "non-fee" `assets` CAN have different reserves (or fees CAN be teleported), the remaining "non-fee" `assets` CANNOT, among themselves, have different reserve locations (this is also implicitly enforced by `MAX_ASSETS_FOR_TRANSFER=2`, but this can be safely increased in the future). - `fees` and "non-fee" `assets` CANNOT have **different remote** reserves (this could also be supported in the future, but adds even more complexity while possibly not being worth it - we'll see what the future holds).
