      Extrinsic to restore corrupt staking ledgers (#3706) · bbdbeb7e
      Gonçalo Pestana authored
      This PR adds a new extrinsic `Call::restore_ledger ` gated by
      `StakingAdmin` origin that restores a corrupted staking ledger. This
      extrinsic will be used to recover ledgers that were affected by the
      issue discussed in
      https://github.com/paritytech/polkadot-sdk/issues/3245.

      The extrinsic will re-write the storage items associated with a stash
      account provided as input parameter. The data used to reset the ledger
      can be either i) fetched on-chain or ii) partially/totally set by the
      input parameters of the call.

      In order to use on-chain data to restore the staking locks, we need a
      way to read the current lock in the balances pallet. This PR adds a
      `InspectLockableCurrency` trait and implements it in the pallet
      balances. An alternative would be to tightly couple staking with the
      pallet balances but that's inelegant (an example of how it would look
      like in [this
      branch](https://github.com/paritytech/polkadot-sdk/tree/gpestana/ledger-badstate-clean_tightly)).

      We verified that the `Call::restore_ledger` does fix all current
      corrupted ledgers in Polkadot and Kusama. You can verify it here

      **Changes introduced**
      - Adds `Call::restore_ledger ` extrinsic to recover a corrupted ledger;
      - Adds trait `frame_support::traits::currency::InspectLockableCurrency`
      to allow external pallets to read current locks given an account and
      lock ID;
      - Implements the `InspectLockableCurrency` in the pallet-balances.
      - Adds staking locks try-runtime checks

      Fix algorithmic complexity of on-demand scheduler with regards to number of cores. (#3190) · b74353d3
      eskimor authored

      We witnessed really poor performance on Rococo, where we ended up with
      50 on-demand cores. This was due to the fact that for each core the full
      queue was processed. With this change full queue processing will happen
      way less often (most of the time complexity is O(1) or O(log(n))) and if
      it happens then only for one core (in expectation).

      Also spot price is now updated before each order to ensure economic back
      pressure.

      - [x] Add more tests (see todos)
      - [x] Run benchmark to confirm better performance, first results suggest
      > 100x faster.
      - [x] Write migrations
      - [x] Bump scale-info version and remove patch in Cargo.toml
      - [x] Write PR docs: on-demand performance improved, more on-demand
      cores are now non problematic anymore. If need by also the max queue
      size can be increased again. (Maybe not to 10k)

      Optional: Performance can be improved even more, if we called
      `pop_assignment_for_core()`, before calling `report_processed` (Avoid
      needless affinity drops). The effect gets smaller the larger the claim
      queue and I would only go for it, if it does not add complexity to the
      scheduler.

      FRAME: Create `TransactionExtension` as a replacement for `SignedExtension` (#2280) · fd5f9292
      Gavin Wood authored

      Closes #2160

      First part of [Extrinsic
      Horizon](https://github.com/paritytech/polkadot-sdk/issues/2415)

      Introduces a new trait `TransactionExtension` to replace
      `SignedExtension`. Introduce the idea of transactions which obey the
      runtime's extensions and have according Extension data (né Extra data)
      yet do not have hard-coded signatures.

      Deprecate the terminology of "Unsigned" when used for
      transactions/extrinsics owing to there now being "proper" unsigned
      transactions which obey the extension framework and "old-style" unsigned
      which do not. Instead we have __*General*__ for the former and
      __*Bare*__ for the latter. (Ultimately, the latter will be phased out as
      a type of transaction, and Bare will only be used for Inherents.)

      Types of extrinsic are now therefore:
      - Bare (no hardcoded signature, no Extra data; used to be known as
      "Unsigned")
      - Bare transactions (deprecated): Gossiped, validated with
      `ValidateUnsigned` (deprecated) and the `_bare_compat` bits of
      `TransactionExtension` (deprecated).
        - Inherents: Not gossiped, validated with `ProvideInherent`.
      - Extended (Extra data): Gossiped, validated via `TransactionExtension`.
        - Signed transactions (with a hardcoded signature).
        - General transactions (without a hardcoded signature).

      `TransactionExtension` differs from `SignedExtension` because:
      - A signature on the underlying transaction may validly not be present.
      - It may alter the origin during validation.
      - `pre_dispatch` is renamed to `prepare` and need not contain the checks
      present in `validate`.
      - `validate` and `prepare` is passed an `Origin` rather than a
      `AccountId`.
      - `validate` may pass arbitrary information into `prepare` via a new
      user-specifiable type `Val`.
      - `AdditionalSigned`/`additional_signed` is renamed to
      `Implicit`/`implicit`. It is encoded *for the entire transaction* and
      passed in to each extension as a new argument to `validate`. This
      facilitates the ability of extensions to acts as underlying crypto.

      There is a new `DispatchTransaction` trait which contains only default
      function impls and is impl'ed for any `TransactionExtension` impler. It
      provides several utility functions which reduce some of the tedium from
      using `TransactionExtension` (indeed, none of its regular functions
      should now need to be called directly).

      Three transaction version discriminator ("versions") are now
      permissible:
      - 0b000000100: Bare (used to be called "Unsigned"): contains Signature
      or Extra (extension data). After bare transactions are no longer
      supported, this will strictly identify an Inherents only.
      - 0b100000100: Old-school "Signed" Transaction: contains Signature and
      Extra (extension data).
      - 0b010000100: New-school "General" Transaction: contains Extra
      (extension data), but no Signature.

      For the New-school General Transaction, it becomes trivial for authors
      to publish extensions to the mechanism for authorizing an Origin, e.g.
      through new kinds of key-signing schemes, ZK proofs, pallet state,
      mutations over pre-authenticated origins or any combination of the
      above.

      ## Code Migration

      ### NOW: Getting it to build

      Wrap your `SignedExtension`s in `AsTransactionExtension`. This should be
      accompanied by renaming your aggregate type in line with the new
      terminology. E.g. Before:

      ```rust
      /// The SignedExtension to the basic transaction logic.
      pub type SignedExtra = (
      	/* snip */
      	MySpecialSignedExtension,
      );
      /// Unchecked extrinsic type as expected by this runtime.
      pub type UncheckedExtrinsic =
      	generic::UncheckedExtrinsic<Address, RuntimeCall, Signature, SignedExtra>;
      ```

      After:

      ```rust
      /// The extension to the basic transaction logic.
      pub type TxExtension = (
      	/* snip */
      	AsTransactionExtension<MySpecialSignedExtension>,
      );
      /// Unchecked extrinsic type as expected by this runtime.
      pub type UncheckedExtrinsic =
      	generic::UncheckedExtrinsic<Address, RuntimeCall, Signature, TxExtension>;
      ```

      You'll also need to alter any transaction building logic to add a
      `.into()` to make the conversion happen. E.g. Before:

      ```rust
      fn construct_extrinsic(
      		/* snip */
      ) -> UncheckedExtrinsic {
      	let extra: SignedExtra = (
      		/* snip */
      		MySpecialSignedExtension::new(/* snip */),
      	);
      	let payload = SignedPayload::new(call.clone(), extra.clone()).unwrap();
      	let signature = payload.using_encoded(|e| sender.sign(e));
      	UncheckedExtrinsic::new_signed(
      		/* snip */
      		Signature::Sr25519(signature),
      		extra,
      	)
      }
      ```

      After:

      ```rust
      fn construct_extrinsic(
      		/* snip */
      ) -> UncheckedExtrinsic {
      	let tx_ext: TxExtension = (
      		/* snip */
      		MySpecialSignedExtension::new(/* snip */).into(),
      	);
      	let payload = SignedPayload::new(call.clone(), tx_ext.clone()).unwrap();
      	let signature = payload.using_encoded(|e| sender.sign(e));
      	UncheckedExtrinsic::new_signed(
      		/* snip */
      		Signature::Sr25519(signature),
      		tx_ext,
      	)
      }
      ```

      ### SOON: Migrating to `TransactionExtension`

      Most `SignedExtension`s can be trivially converted to become a
      `TransactionExtension`. There are a few things to know.

      - Instead of a single trait like `SignedExtension`, you should now
      implement two traits individually: `TransactionExtensionBase` and
      `TransactionExtension`.
      - Weights are now a thing and must be provided via the new function `fn
      weight`.

      #### `TransactionExtensionBase`

      This trait takes care of anything which is not dependent on types
      specific to your runtime, most notably `Call`.

      - `AdditionalSigned`/`additional_signed` is renamed to
      `Implicit`/`implicit`.
      - Weight must be returned by implementing the `weight` function. If your
      extension is associated with a pallet, you'll probably want to do this
      via the pallet's existing benchmarking infrastructure.

      #### `TransactionExtension`

      Generally:
      - `pre_dispatch` is now `prepare` and you *should not reexecute the
      `validate` functionality in there*!
      - You don't get an account ID any more; you get an origin instead. If
      you need to presume an account ID, then you can use the trait function
      `AsSystemOriginSigner::as_system_origin_signer`.
      - You get an additional ticket, similar to `Pre`, called `Val`. This
      defines data which is passed from `validate` into `prepare`. This is
      important since you should not be duplicating logic from `validate` to
      `prepare`, you need a way of passing your working from the former into
      the latter. This is it.
      - This trait takes two type parameters: `Call` and `Context`. `Call` is
      the runtime call type which used to be an associated type; you can just
      move it to become a type parameter for your trait impl. `Context` is not
      currently used and you can safely implement over it as an unbounded
      type.
      - There's no `AccountId` associated type any more. Just remove it.

      Regarding `validate`:
      - You get three new parameters in `validate`; all can be ignored when
      migrating from `SignedExtension`.
      - `validate` returns a tuple on success; the second item in the tuple is
      the new ticket type `Self::Val` which gets passed in to `prepare`. If
      you use any information extracted during `validate` (off-chain and
      on-chain, non-mutating) in `prepare` (on-chain, mutating) then you can
      pass it through with this. For the tuple's last item, just return the
      `origin` argument.

      Regarding `prepare`:
      - This is renamed from `pre_dispatch`, but there is one change:
      - FUNCTIONALITY TO VALIDATE THE TRANSACTION NEED NOT BE DUPLICATED FROM
      `validate`!!
      - (This is different to `SignedExtension` which was required to run the
      same checks in `pre_dispatch` as in `validate`.)

      Regarding `post_dispatch`:
      - Since there are no unsigned transactions handled by
      `TransactionExtension`, `Pre` is always defined, so the first parameter
      is `Self::Pre` rather than `Option<Self::Pre>`.

      If you make use of `SignedExtension::validate_unsigned` or
      `SignedExtension::pre_dispatch_unsigned`, then:
      - Just use the regular versions of these functions instead.
      - Have your logic execute in the case that the `origin` is `None`.
      - Ensure your transaction creation logic creates a General Transaction
      rather than a Bare Transaction; this means having to include all
      `TransactionExtension`s' data.
      - `ValidateUnsigned` can still be used (for now) if you need to be able
      to construct transactions which contain none of the extension data,
      however these will be phased out in stage 2 of the Transactions Horizon,
      so you should consider moving to an extension-centric design.

      Add `claim_assets` extrinsic to `pallet-xcm` (#3403) · 65088668
      Francisco Aguirre authored

      If an XCM execution fails or ends with leftover assets, these will be
      trapped.
      In order to claim them, a custom XCM has to be executed, with the
      `ClaimAsset` instruction.
      However, arbitrary XCM execution is not allowed everywhere yet and XCM
      itself is still not easy enough to use for users out there with trapped
      assets.
      This new extrinsic in `pallet-xcm` will allow these users to easily
      claim their assets, without concerning themselves with writing arbitrary
      XCMs.

      Add retry mechanics to `pallet-scheduler` (#3060) · 9346019d
      georgepisaltu authored

      Fixes #3014

      This PR adds retry mechanics to `pallet-scheduler`, as described in the
      issue above.

      Users can now set a retry configuration for a task so that, in case its
      scheduled run fails, it will be retried after a number of blocks, for a
      specified number of times or until it succeeds.

      If a retried task runs successfully before running out of retries, its
      remaining retry counter will be reset to the initial value. If a retried
      task runs out of retries, it will be removed from the schedule.

      Tasks which need to be scheduled for a retry are still subject to weight
      metering and agenda space, same as a regular task. Periodic tasks will
      have their periodic schedule put on hold while the task is retrying.

      Implements a % cap on staking rewards from era inflation (#1660) · fde44474
      Gonçalo Pestana authored
      This PR implements an (optional) cap of the era inflation that is
      allocated to staking rewards. The remaining is minted directly into the
      [`RewardRemainder`](https://github.com/paritytech/polkadot-sdk/blob/fb0fd3e6/substrate/frame/staking/src/pallet/mod.rs#L160)
      account, which is the treasury pot account in Polkadot and Kusama.

      The staking pallet now has a percent storage item, `MaxStakersRewards`,
      which defines the max percentage of the era inflation that should be
      allocated to staking rewards. The remaining era inflation (i.e.
      `remaining = max_era_payout - staking_payout.min(staking_payout *
      MaxStakersRewards))` is minted directly into the treasury.

      The `MaxStakersRewards` can be set by a privileged origin through the
      `set_staking_configs` extrinsic.

      XCMv4 (#1230) · 8428f678
      Francisco Aguirre authored

      # Note for reviewer

      Most changes are just syntax changes necessary for the new version.
      Most important files should be the ones under the `xcm` folder.

      # Description

      Added XCMv4.

      ## Removed `Multi` prefix
      The following types have been renamed:
      - MultiLocation -> Location
      - MultiAsset -> Asset
      - MultiAssets -> Assets
      - InteriorMultiLocation -> InteriorLocation
      - MultiAssetFilter -> AssetFilter
      - VersionedMultiAsset -> VersionedAsset
      - WildMultiAsset -> WildAsset
      - VersionedMultiLocation -> VersionedLocation

      In order to fix a name conflict, the `Assets` in `xcm-executor` were
      renamed to `HoldingAssets`, as they represent assets in holding.

      ## Removed `Abstract` asset id

      It was not being used anywhere and this simplifies the code.

      Now assets are just constructed as follows:

      ```rust
      let asset: Asset = (AssetId(Location::new(1, Here)), 100u128).into();
      ```

      No need for specifying `Concrete` anymore.

      ## Outcome is now a named fields struct

      Instead of

      ```rust
      pub enum Outcome {
        Complete(Weight),
        Incomplete(Weight, Error),
        Error(Error),
      }
      ```

      we now have

      ```rust
      pub enum Outcome {
        Complete { used: Weight },
        Incomplete { used: Weight, error: Error },
        Error { error: Error },
      }
      ```

      ## Added Reanchorable trait

      Now both locations and assets implement this trait, making it easier to
      reanchor both.

      ## New syntax for building locations and junctions

      Now junctions are built using the following methods:

      ```rust
      let location = Location {
          parents: 1,
          interior: [Parachain(1000), PalletInstance(50), GeneralIndex(1984)].into()
      };
      ```

      or

      ```rust
      let location = Location::new(1, [Parachain(1000), PalletInstance(50), GeneralIndex(1984)]);
      ```

      And they are matched like so:

      ```rust
      match location.unpack() {
        (1, [Parachain(id)]) => ...
        (0, Here) => ...,
        (1, [_]) => ...,
      }
      ```

      This syntax is mandatory in v4, and has been also implemented for v2 and
      v3 for easier migration.

      This was needed to make all sizes smaller.

      Unique Usernames in Identity Pallet (#2651) · d1f678c0
      joe petrowski authored

      This PR allows _username authorities_ to issue unique usernames that
      correspond with an account. It also provides two-way lookup, that is
      from `AccountId` to a single, "primary" `Username` (alongside
      `Registration`) and multiple unique `Username`s to an `AccountId`.

      Key features:

      - Username Authorities added (and removed) via privileged origin.
      - Authorities have a `suffix` and an `allocation`. They can grant up to
      `allocation` usernames. Their `suffix` will be appended to the usernames
      that they issue. A suffix may be up to 7 characters long.
      - Users can ask an authority to grant them a username. This will take
      the form `myusername.suffix`. The entire name (including suffix) must be
      less than or equal to 32 alphanumeric characters.
      - Users can approve a username for themselves in one of two ways (that
      is, authorities cannot grant them arbitrarily):
      - Pre-sign the entire username (including suffix) with a secret key that
      corresponds to their `AccountId` (for keyed accounts, obviously); or
      - Accept the username after it has been granted by an authority (it will
      be queued until accepted) (for non-keyed accounts like pure proxies or
      multisigs).
      - The system does not require any funds or deposits. Users without an
      identity will be given a default one (presumably all fields set to
      `None`). If they update this info, they will need to place the normal
      storage deposit.
      - If a user does not have any username, their first one will be set as
      `Primary`, and their `AccountId` will map to that one. If they get
      subsequent usernames, they can choose which one to be their primary via
      `set_primary_username`.
      - There are some state cleanup functions to remove expired usernames
      that have not been accepted and dangling usernames whose owners have
      called `clear_identity`.

      - [x] Add migration to runtimes
      - [x] Probably do off-chain migration into People Chain genesis
      - [x] Address a few TODO questions in code (please review)

      Add Authorize Upgrade Pattern to Frame System (#2682) · 280aa0b5
      joe petrowski authored
      Adds the `authorize_upgrade` -> `enact_authorized_upgrade` pattern to
      `frame-system`. This will be useful for upgrading bridged chains that
      are under the governance of Polkadot without passing entire runtime Wasm
      blobs over a bridge.

      Notes:

      - Changed `enact_authorized_upgrade` to `apply_authorized_upgrade`.
      Personal opinion, "apply" more accurately expresses what it's doing. Can
      change back if outvoted.
      - Remove `check_version` in favor of two extrinsics, so as to make
      _checked_ the default.
      - Left calls in `parachain-system` and marked as deprecated to prevent
      breaking the API. They just call into the `frame-system` functions.
      - Updated `frame-system` benchmarks to v2 syntax.

      Staking: Add `deprecate_controller_batch` AdminOrigin call (#2589) · 048a9c27
      Ross Bulat authored

      Partially Addresses #2500

      Adds a `deprecate_controller_batch` call to the staking pallet that is
      callable by `Root` and `StakingAdmin`. To be used for controller account
      deprecation and removed thereafter. Adds
      `MaxControllersDeprecationBatch` pallet constant that defines max
      possible deprecations per call.

      - [x] Add `deprecate_controller_batch` call, and
      `MaxControllersInDeprecationBatch` constant.
      - [x] Add tests, benchmark, weights. Tests that weight is only consumed
      if unique pair.
      - [x] Adds `StakingAdmin` origin to staking's `AdminOrigin` type in
      westend runtime.
      - [x] Determined that worst case 5,900 deprecations does fit into
      `maxBlock` `proofSize` and `refTime` in both normal and operational
      thresholds, meaning we can deprecate all controllers for each network in
      one call.

      pallet-xcm: add new flexible `transfer_assets()` call/extrinsic (#2388) · e7651cf4
      Adrian Catangiu authored
      # Motivation (+testing)

      ### Enable easy `ForeignAssets` transfers using `pallet-xcm`

      We had just previously added capabilities to teleport fees during
      reserve-based transfers, but what about reserve-transferring fees when
      needing to teleport some non-fee asset?

      This PR aligns everything under either explicit reserve-transfer,
      explicit teleport, or this new flexible `transfer_assets()` which can
      mix and match as needed with fewer artificial constraints imposed to the
      user.

      This will enable, for example, a (non-system) parachain to teleport
      their `ForeignAssets` assets to AssetHub while using DOT to pay fees.
      (the assets are teleported - as foreign assets should from their owner
      chain - while DOT used for fees can only be reserve-based transferred
      between said parachain and AssetHub).

      Added `xcm-emulator` tests for this scenario ^.

      # Description

      Reverts `(limited_)reserve_transfer_assets` to only allow reserve-based
      transfers for all `assets` including fees.

      Similarly `(limited_)teleport_assets` only allows teleports for all
      `assets` including fees.

      For complex combinations of asset transfers where assets and fees may
      have different reserves or different reserve/teleport trust
      configurations, users can use the newly added `transfer_assets()`
      extrinsic which is more flexible in allowing more complex scenarios.

      `assets` (excluding `fees`) must have same reserve location or otherwise
      be teleportable to `dest`.
      No limitations imposed on `fees`.

      - for local reserve: transfer assets to sovereign account of destination
      chain and forward a notification XCM to `dest` to mint and deposit
      reserve-based assets to `beneficiary`.
      - for destination reserve: burn local assets and forward a notification
      to `dest` chain to withdraw the reserve assets from this chain's
      sovereign account and deposit them to `beneficiary`.
      - for remote reserve: burn local assets, forward XCM to reserve chain to
      move reserves from this chain's SA to `dest` chain's SA, and forward
      another XCM to `dest` to mint and deposit reserve-based assets to
      `beneficiary`.
      - for teleports: burn local assets and forward XCM to `dest` chain to
      mint/teleport assets and deposit them to `beneficiary`.

      ## Review notes

      Only around 500 lines are prod code (see `pallet_xcm/src/lib.rs`), the
      rest of the PR is new tests and improving existing tests.

      Pools: Add ability to configure commission claiming permissions (#2474) · 75062717
      Ross Bulat authored
      Addresses #409.

      This request has been raised by multiple community members - the ability
      for the nomination pool root role to configure permissionless commission
      claiming:

      > Would it be possible to have a claim_commission_other extrinsic for
      claiming commission of nomination pools permissionless?

      This PR does not quite introduce this additional call, but amends
      `do_claim_commission` to check a new `claim_permission` field in the
      `Commission` struct, configured by an enum:

      ```
      enum CommissionClaimPermission {
         Permissionless,
         Account(AccountId),
      }
      ```
      This can be optionally set in a bonded pool's
      `commission.claim_permission` field:

      ```
      struct BondedPool {
         commission: {
            <snip>
            claim_permission: Option<CommissionClaimPermission<T::AccountId>>,
         },
         <snip>
      }
      ```

      This is a new field and requires a migration to add it to existing
      pools. This will be `None` on pool creation, falling back to the `root`
      role having sole access to claim commission if it is not set; this is
      the behaviour as it is today. Once set, the field _can_ be set to `None`
      again.

      #### Changes
      - [x] Add `commision.claim_permission` field.
      - [x] Add `can_claim_commission` and amend `do_claim_commission`.
      - [x] Add `set_commission_claim_permission` call.
      - [x] Test to cover new configs and call.
      - [x] Add and amend benchmarks.
      - [x] Generate new weights + slot into call
      `set_commission_claim_permission`.
      - [x] Add migration to introduce `commission.claim_permission`, bump
      storage version.
      - [x] Update Westend weights.
      - [x] Migration working.

      Identity Deposits Relay to Parachain Migration (#1814) · c79b234b
      joe petrowski authored
      The goal of this PR is to migrate Identity deposits from the Relay Chain
      to a system parachain.

      The problem I want to solve is that `IdentityOf` and `SubsOf` both store
      an amount that's held in reserve as a storage deposit. When migrating to
      a parachain, we can take a snapshot of the actual `IdentityInfo` and
      sub-account mappings, but should migrate (off chain) the `deposit`s to
      zero, since the chain (and by extension, accounts) won't have any funds
      at genesis.

      The good news is that we expect parachain deposits to be significantly
      lower (possibly 100x) on the parachain. That is, a deposit of 21 DOT on
      the Relay Chain would need 0.21 DOT on a parachain. This PR proposes to
      migrate the deposits in the following way:

      1. Introduces a new pallet with two extrinsics:
      - `reap_identity`: Has a configurable `ReapOrigin`, which would be set
      to `EnsureSigned` on the Relay Chain (i.e. callable by anyone) and
      `EnsureRoot` on the parachain (we don't want identities reaped from
      there).
      - `poke_deposit`: Checks what deposit the pallet holds (at genesis,
      zero) and attempts to update the amount based on the calculated deposit
      for storage data.
      2. `reap_identity` clears all storage data for a `target` account and
      unreserves their deposit.
      3. A `ReapIdentityHandler` teleports the necessary DOT to the parachain
      and calls `poke_deposit`. Since the parachain deposit is much lower, and
      was just unreserved, we know we have enough.

      One awkwardness I ran into was that the XCMv3 instruction set does not
      provide a way for the system to teleport assets without a fee being
      deducted on reception. Users shouldn't have to pay a fee for the system
      to migrate their info to a more efficient location. So I wrote my own
      program and did the `InitiateTeleport` accounting on my own to send a
      program with `UnpaidExecution`. Have discussed an
      `InitiateUnpaidTeleport` instruction with @franciscoaguirre

       . Obviously
      any chain executing this would have to pass a `Barrier` for free
      execution.

      - [x] Confirm People Chain deposit rates (determined in

      Adds a `NodeFeatures` bitfield value to the runtime `HostConfiguration`,

      These are features that require all validators enable them at the same
      time, assuming all/most nodes have upgraded their node versions.

      This PR doesn't add any feature yet. These are coming in future PRs.

      Also adds a runtime API for querying the state of the client features
      and an extrinsic for setting/unsetting a feature by its index in the bitfield.

      Contracts: Add XCM traits to interface with contracts (#2086) · 6b7be115
      PG Herveou authored

      We are introducing a new set of `XcmController` traits (final name yet
      to be determined).
      These traits are implemented by `pallet-xcm` and allows other pallets,
      such as `pallet_contracts`, to rely on these traits instead of tight
      coupling them to `pallet-xcm`.

      Using only the existing Xcm traits would mean duplicating the logic from
      `pallet-xcm` in these other pallets, which we aim to avoid. Our
      objective is to ensure that when these APIs are called from
      `pallet-contracts`, they produce the exact same outcomes as if called
      directly from `pallet-xcm`.

      The other benefits is that we can also expose return values to
      `pallet-contracts` instead of just calling `pallet-xcm` dispatchable and
      getting a `DispatchResult` back.

      See traits integration in this PR
      https://github.com/paritytech/polkadot-sdk/pull/1248, where the traits
      are used as follow to define and implement `pallet-contracts` Config.
      ```rs
      // Contracts config:
      pub trait Config: frame_system::Config {
        // ...
        /// A type that exposes XCM APIs, allowing contracts to interact with other parachains, and
        /// execute XCM programs.
        type Xcm: xcm_executor::traits::Controller<
      	  OriginFor<Self>,
      	  <Self as frame_system::Config>::RuntimeCall,
      	  BlockNumberFor<Self>,
        >;
      }
      > ensure through proper configuration that the new byte-based deposit is
      always lower than whatever is reserved now
      Not sure this is needed anymore. If the new deposits are higher than
      what is currently on chain and users don't have enough funds to reserve
      what is needed, the extrinisc fails and they're basically grandfathered
      and frozen until they add more funds and/or make a change to their
      identity. This behavior seems fine to me. Original idea
      [NPoS] Paging reward payouts in order to scale rewardable nominators (#1189) · 00b85c51
      Ankan authored
      helps https://github.com/paritytech/polkadot-sdk/issues/439.
      closes https://github.com/paritytech/polkadot-sdk/issues/473.
      PR link in the older substrate repository:
      https://github.com/paritytech/substrate/pull/13498.
      # Context
      Rewards payout is processed today in a single block and limited to
      `MaxNominatorRewardedPerValidator`. This number is currently 512 on both
      Kusama and Polkadot.
      This PR tries to scale the nominators payout to an unlimited count in a
      multi-block fashion. Exposures are stored in pages, with each page
      capped to a certain number (`MaxExposurePageSize`). Starting out, this
      number would be the same as `MaxNominatorRewardedPerValidator`, but
      eventually, this number can be lowered through new runtime upgrades to
      limit the rewardeable nominators per dispatched call instruction.
      The changes in the PR are backward compatible.
      ## How payouts would work like after this change
      Staking exposes two calls, 1) the existing `payout_stakers` and 2)
      `payout_stakers_by_page`.
      ### payout_stakers
      This remains backward compatible with no signature change. If for a
      given era a validator has multiple pages, they can call `payout_stakers`
      multiple times. The pages are executed in an ascending sequence and the
      runtime takes care of preventing double claims.
      ### payout_stakers_by_page
      Very similar to `payout_stakers` but also accepts an extra param
      `page_index`. An account can choose to payout rewards only for an
      explicitly passed `page_index`.
      **Lets look at an example scenario**
      Given an active validator on Kusama had 1100 nominators,
      `MaxExposurePageSize` set to 512 for Era e. In order to pay out rewards
      to all nominators, the caller would need to call `payout_stakers` 3
      times.
      - `payout_stakers(origin, stash, e)` => will pay the first 512
      nominators.
      - `payout_stakers(origin, stash, e)` => will pay the second set of 512
      nominators.
      - `payout_stakers(origin, stash, e)` => will pay the last set of 76
      nominators.
      ...
      - `payout_stakers(origin, stash, e)` => calling it the 4th time would
      return an error `InvalidPage`.
      The above calls can also be replaced by `payout_stakers_by_page` and
      passing a `page_index` explicitly.
      ## Commission note
      Validator commission is paid out in chunks across all the pages where
      each commission chunk is proportional to the total stake of the current
      page. This implies higher the total stake of a page, higher will be the
      commission. If all the pages of a validator's single era are paid out,
      the sum of commission paid to the validator across all pages should be
      equal to what the commission would have been if we had a non-paged
      exposure.
      ### Migration Note
      Strictly speaking, we did not need to bump our storage version since
      there is no migration of storage in this PR. But it is still useful to
      mark a storage upgrade for the following reasons:
      - New storage items are introduced in this PR while some older storage
      items are deprecated.
      - For the next `HistoryDepth` eras, the exposure would be incrementally
      migrated to its corresponding paged storage item.
      - Runtimes using staking pallet would strictly need to wait at least
      `HistoryDepth` eras with current upgraded version (14) for the migration
      to complete. At some era `E` such that `E >
      era_at_which_V14_gets_into_effect + HistoryDepth`, we will upgrade to
      version X which will remove the deprecated storage items.
      In other words, it is a strict requirement that E<sub>x</sub> -
      E<sub>14</sub> > `HistoryDepth`, where
      E<sub>x</sub> = Era at which deprecated storages are removed from
      runtime,
      E<sub>14</sub> = Era at which runtime is upgraded to version 14.
      - For Polkadot and Kusama, there is a [tracker
      ticket](https://github.com/paritytech/polkadot-sdk/issues/433) to clean
      up the deprecated storage items.
      Introduce XcmFeesToAccount fee manager (#1234) · 3dece311
      Keith Yeung authored
      Combination of paritytech/polkadot#7005, its addon PR
      paritytech/polkadot#7585 and its companion paritytech/cumulus#2433.
      This PR introduces a new XcmFeesToAccount struct which implements the
      `FeeManager` trait, and assigns this struct as the `FeeManager` in the
      XCM config for all runtimes.
      The struct simply deposits all fees handled by the XCM executor to a
      specified account. In all runtimes, the specified account is configured
      as the treasury account.
      XCM __delivery__ fees are now being introduced (unless the root origin
      is sending a message to a system parachain on behalf of the originating
      chain).
      # Note for reviewers
      Most file changes are tests that had to be modified to account for the
      new fees.
      Main changes are in:
      - cumulus/pallets/xcmp-queue/src/lib.rs <- To make it track the delivery
      fees exponential factor
      - polkadot/xcm/xcm-builder/src/fee_handling.rs <- Added. Has the
      FeeManager implementation
      - All runtime xcm_config files <- To add the FeeManager to the XCM
      configuration
      # Important note
      After this change, instructions that create and send a new XCM (Query*,
      Report*, ExportMessage, InitiateReserveWithdraw, InitiateTeleport,
      DepositReserveAsset, TransferReserveAsset, LockAsset and RequestUnlock)
      will require the corresponding origin account in the origin register to
      pay for transport delivery fees, and the onward message will fail to be
      sent if the origin account does not have the required amount. This
      delivery fee is on top of what we already collect as tx fees in
      pallet-xcm and XCM BuyExecution fees!
      Wallet UIs that want to expose the new delivery fee can do so using the
      formula:
      ```
      delivery_fee_factor * (base_fee + encoded_msg_len * per_byte_fee)
      ```
      where the delivery fee factor can be obtained from the corresponding
      pallet based on which transport you are using (UMP, HRMP or bridges),
      the base fee is a constant, the encoded message length from the message
      itself and the per byte fee is the same as the configured per byte fee
      for txs (i.e. `TransactionByteFee`).
      Branislav Kontur authored
      [xcm] Use `Weight::MAX` for `reserve_asset_deposited`, `receive_teleported_asset` benchmarks (#1726)
      # Description
      ## Summary
      Previously, the `pallet_xcm::do_reserve_transfer_assets` and
      `pallet_xcm::do_teleport_assets` functions relied on weight estimation
      for remote chain execution, which was based on guesswork derived from
      the local chain. This approach led to complications for runtimes that
      did not provide or support specific [XCM
      configurations](https://github.com/paritytech/polkadot-sdk/blob/7cbe0c76/polkadot/xcm/xcm-executor/src/config.rs#L43-L47)
      for `IsReserve` or `IsTeleporter`. Consequently, such runtimes had to
      resort to implementing hard-coded weights for XCM instructions like
      `reserve_asset_deposited` or `receive_teleported_asset` to support
      extrinsics such as `pallet_xcm::reserve_transfer_assets` and
      `pallet_xcm::teleport_assets`, which depended on remote weight
      estimation.
      The issue of remote weight estimation was addressed and resolved by
      [Pull Request
      #1645](https://github.com/paritytech/polkadot-sdk/pull/1645), which
      removed the need for remote weight estimation.
      ## Solution
      As a continuation of this improvement, the current PR proposes further
      cleanup by removing unnecessary hard-coded values and rectifying
      benchmark results with `Weight::MAX` that previously used
      `T::BlockWeights::get().max_block` as an override for unsupported XCM
      instructions like `ReserveAssetDeposited` and `ReceiveTeleportedAsset`.
      ## Questions
      - [x] Can we remove now also `Hardcoded till the XCM pallet is fixed`
      for `deposit_asset`? E.g. for AssetHubKusama
      [here](https://github.com/paritytech/polkadot-sdk/blob/7cbe0c76/cumulus/parachains/runtimes/assets/asset-hub-kusama/src/weights/xcm/mod.rs#L129-L134)
      - [x] Are comments like
      [this](https://github.com/paritytech/polkadot-sdk/blob/7cbe0c76/polkadot/runtime/kusama/src/weights/xcm/mod.rs#L94)
      `// Kusama doesn't support ReserveAssetDeposited, so this benchmark has
      a default weight` still relevant? Shouldnt be removed/changed?
      ## TODO
      - [x] `bench bot` regenerate xcm weights for all runtimes
      - [x] remove hard-coded stuff from system parachain weight files
      - [ ] when merged, open `polkadot-fellow/runtimes` PR
      Treasury spends various asset kinds (#1333) · cb944dc5
      Muharem Ismailov authored
      ### Summary
      This PR introduces new dispatchables to the treasury pallet, allowing
      spends of various asset types. The enhanced features of the treasury
      pallet, in conjunction with the asset-rate pallet, are set up and
      enabled for Westend and Rococo.
      ### Westend and Rococo runtimes.
      Polkadot/Kusams/Rococo Treasury can accept proposals for `spends` of
      various asset kinds by specifying the asset's location and ID.
      #### Treasury Instance New Dispatchables:
      - `spend(AssetKind, AssetBalance, Beneficiary, Option<ValidFrom>)` -
      propose and approve a spend;
      - `payout(SpendIndex)` - payout an approved spend or retry a failed
      payout
      - `check_payment(SpendIndex)` - check the status of a payout;
      - `void_spend(SpendIndex)` - void previously approved spend;
      > existing spend dispatchable renamed to spend_local
      in this context, the `AssetKind` parameter contains the asset's location
      and it's corresponding `asset_id`, for example:
      `USDT` on `AssetHub`,
      ``` rust
      location = MultiLocation(0, X1(Parachain(1000)))
      asset_id = MultiLocation(0, X2(PalletInstance(50), GeneralIndex(1984)))
      ```
      the `Beneficiary` parameter is a `MultiLocation` in the context of the
      asset's location, for example
      ``` rust
      // the Fellowship salary pallet's location / account
      FellowshipSalaryPallet = MultiLocation(1, X2(Parachain(1001), PalletInstance(64)))
      // or custom `AccountId`
      Alice = MultiLocation(0, AccountId32(network: None, id: [1,...]))
      ```
      the `AssetBalance` represents the amount of the `AssetKind` to be
      transferred to the `Beneficiary`. For permission checks, the asset
      amount is converted to the native amount and compared against the
      maximum spendable amount determined by the commanding spend origin.
      the `spend` dispatchable allows for batching spends with different
      `ValidFrom` arguments, enabling milestone-based spending. If the
      expectations tied to an approved spend are not met, it is possible to
      void the spend later using the `void_spend` dispatchable.
      Asset Rate Pallet provides the conversion rate from the `AssetKind` to
      the native balance.
      #### Asset Rate Instance Dispatchables:
      - `create(AssetKind, Rate)` - initialize a conversion rate to the native
      balance for the given asset
      - `update(AssetKind, Rate)` - update the conversion rate to the native
      balance for the given asset
      - `remove(AssetKind)` - remove an existing conversion rate to the native
      balance for the given asset
      the pallet's dispatchables can be executed by the Root or Treasurer
      origins.
      ### Treasury Pallet
      Treasury Pallet can accept proposals for `spends` of various asset kinds
      and pay them out through the implementation of the `Pay` trait.
      New Dispatchables:
      - `spend(Config::AssetKind, AssetBalance, Config::Beneficiary,
      Option<ValidFrom>)` - propose and approve a spend;
      - `payout(SpendIndex)` - payout an approved spend or retry a failed
      payout;
      - `check_payment(SpendIndex)` - check the status of a payout;
      - `void_spend(SpendIndex)` - void previously approved spend;
      > existing spend dispatchable renamed to spend_local
      The parameters' types of the `spend` dispatchable exposed via the
      pallet's `Config` and allows to propose and accept a spend of a certain
      amount.
      An approved spend can be claimed via the `payout` within the
      `Config::SpendPeriod`. Clients provide an implementation of the `Pay`
      trait which can pay an asset of the `AssetKind` to the `Beneficiary` in
      `AssetBalance` units.
      The implementation of the Pay trait might not have an immediate final
      payment status, for example if implemented over `XCM` and the actual
      transfer happens on a remote chain.
      The `check_status` dispatchable can be executed to update the spend's
      payment state and retry the `payout` if the payment has failed.
      [NPoS] Fix for Reward Deficit in the pool (#1255) · f820dc0a
      Ankan authored
      closes https://github.com/paritytech/polkadot-sdk/issues/158.
      partially addresses
      https://github.com/paritytech/polkadot-sdk/issues/226.
      Instead of fragile calculation of current balance by looking at `free
      balance - ED`, Nomination Pool now freezes ED in the pool reward account
      to restrict an account from going below minimum balance. This also has a
      nice side effect that if ED changes, we know how much is the imbalance
      in ED frozen in the pool and the current required ED. A pool operator
      can diligently top up the pool with the deficit in ED or vice versa,
      withdraw the excess they transferred to the pool.
      ## Notable changes
      - New call `adjust_pool_deposit`: Allows to top up the deficit or
      withdraw the excess deposited funds to the pool.
      - Uses Fungible trait (instead of Currency trait). Since NP was not
      doing any locking/reserving previously, no migration is needed for this.
      - One time migration of freezing ED from each of the existing pools (not
      very PoV friendly but fine for relay chain).
      We consider BEEFY mature enough to run by default on all nodes
      for test networks (Rococo/Wococo/Versi).
      Right now, most nodes are not running it since it's opt-in using
      --beefy flag. Switch to an opt-out model for test networks.
      Replace --beefy flag from CLI with --no-beefy and have BEEFY
      client start by default on test networks.
      * Add local test weights to rococo runtime
      * Modify TTL drop behaviour to not skip claims
      * Refactor ttl test to test claimqueue order
      * Disable place_order ext. when no on_demand cores
      Paras module via the parachain assignment provider doesn't provide
