Disabling strategy specification [here](https://github.com/paritytech/polkadot-sdk/pull/2955). (Updated 13/02/2024) Implements: * validator disabling for a whole era instead of just a session * no more than 1/3 of the validators in the active set are disabled Removes: * `DisableStrategy` enum - now each validator committing an offence is disabled. * New era is not forced if too many validators are disabled. Before this PR not all offenders were disabled. A decision was made based on [`enum DisableStrategy`](https://github.com/paritytech/polkadot-sdk/blob/bbb66316/substrate/primitives/staking/src/offence.rs#L54). Some offenders were disabled for a whole era, some just for a session, some were not disabled at all. This PR changes the disabling behaviour. Now a validator committing an offense is disabled immediately till the end of the current era. Some implementation notes: * `OffendingValidators` in pallet session keeps all offenders (this is not changed). However its type is changed from `Vec<(u32, bool)>` to `Vec<u32>`. The reason is simple - each offender is getting disabled so the bool doesn't make sense anymore. * When a validator is disabled it is first added to `OffendingValidators` and then to `DisabledValidators`. This is done in [`add_offending_validator`](https://github.com/paritytech/polkadot-sdk/blob/bbb66316/substrate/frame/staking/src/slashing.rs#L325) from staking pallet. * In [`rotate_session`](https://github.com/paritytech/polkadot-sdk/blob/bdbe9829/substrate/frame/session/src/lib.rs#L623) the `end_session` also calls [`end_era`](https://github.com/paritytech/polkadot-sdk/blob/bbb66316/substrate/frame/staking/src/pallet/impls.rs#L490) when an era ends. In this case `OffendingValidators` are cleared **(1)**. * Then in [`rotate_session`](https://github.com/paritytech/polkadot-sdk/blob/bdbe9829/substrate/frame/session/src/lib.rs#L623) `DisabledValidators` are cleared **(2)** * And finally (still in `rotate_session`) a call to [`start_session`](https://github.com/paritytech/polkadot-sdk/blob/bbb66316 /substrate/frame/staking/src/pallet/impls.rs#L430) repopulates the disabled validators **(3)**. * The reason for this complication is that session pallet knows nothing abut eras. To overcome this on each new session the disabled list is repopulated (points 2 and 3). Delegate implies the funds are locked in delegator account itself. Agent can act on behalf of delegator to stake directly on Staking pallet. The delegation feature is added to Staking via another pallet `delegated-staking` worked on [here](https://github.com/paritytech/polkadot-sdk/pull/3904). ## Introduces: ### StakingUnchecked Trait As the name implies, this trait allows unchecked (non-locked) mutation of staking ledger. These apis are only meant to be used by other pallets in the runtime and should not be exposed directly to user code path. Also related: https://github.com/paritytech/polkadot-sdk/issues/3888. ### Virtual Bond Allows other pallets to stake via staking pallet while managing the locks on these accounts themselves. Introduces another storage `VirtualStakers` that whitelist these accounts. We also restrict virtual stakers to set reward account as themselves. Since the account has no locks, we cannot support compounding of rewards. Conservatively, we require them to set a separate account different from the staker. Since these are code managed, it should be easy for another pallet to redistribute reward and rebond them. ### Slashes Since there is no actual lock maintained by staking-pallet for virtual stakers, this pallet does not apply any slashes. It is then important for pallets managing virtual stakers to listen to slashing events and apply necessary slashes.

Preparation for https://github.com/paritytech/polkadot-sdk/pull/3935 Changes: - Add some `default-features = false` for the case that a crate and that dependency both support nostd builds. - Shuffle files around of some benchmarking-only crates. These conditionally disabled the `cfg_attr` for nostd and pulled in libstd. Example [here](https://github.com/ggwpez/zepter/pull/95). The actual logic is moved into a `inner.rs` to preserve nostd capability of the crate in case the benchmarking feature is disabled. - Add some `use sp_std::vec` where needed. - Remove some `optional = true` in cases where it was not optional. - Removed one superfluous `cfg_attr(not(feature = "std"), no_std..`. Current benchmarking macro returns a closure with the captured benchmarked code. This can cause issues when the benchmarked code has complex lifetime requirements. migrations: prevent accidentally using unversioned migrations instead of `VersionedMigration` (#3835) closes #1324 #### Problem Currently, it is possible to accidentally use inner unversioned migration instead of `VersionedMigration` since both implement `OnRuntimeUpgrade`. #### Solution With this change, we make it clear that value of `Inner` is not intended to be used directly. It is achieved by bounding `Inner` to new trait `UncheckedOnRuntimeUpgrade`, which has the same interface (except `unchecked_` prefix) as `OnRuntimeUpgrade`. #### `try-runtime` functions Since developers can implement `try-runtime` for `Inner` value in `VersionedMigration` and have custom logic for it, I added the same `try-runtime` functions to `UncheckedOnRuntimeUpgrade`. I looked for a ways to not duplicate functions, but couldn't find anything that doesn't significantly change the codebase. Related Issue https://github.com/paritytech/polkadot-sdk/issues/3398 This PR makes permissionless withdrawing the default option, giving any network participant access to claim pool rewards on member's behalf. Of course, members can still opt out of this by setting a `Permissioned` claim permission. Permissionless claiming has been a part of the nomination pool pallet for around 9 months now, with very limited uptake (~4% of total pool members). 1.6% of pool members are using `PermissionlessAll`, strongly suggesting it is not wanted - it is too ambiguous and doesn't provide guidance to claimers. Stakers expect rewards to be claimed on their behalf by default - I have expanded upon this in detail within the [accompanying issue's discussion](https://github.com/paritytech/polkadot-sdk/issues/3398). Other protocols have this behaviour, whereby staking rewards are received without the staker having to take any action. From this perspective, permissionless claiming is not intuitive for pool members. As evidence of this, over 150,000 DOT is currently unclaimed on Polkadot, and is growing at a non-linear rate.

Currently, pool member funds cannot be unbonded if the depositor's stake is less than `MinNominatorBond`. This usually happens after `T::MinNominatorBond` is increased. To fix this, the above mentioned condition is added as a case for permissionless dispatch of `chill`. After pool is chilled, pool members can unbond their funds since pool won't be nominating anymore. Closes #2160 First part of [Extrinsic Horizon](https://github.com/paritytech/polkadot-sdk/issues/2415) Introduces a new trait `TransactionExtension` to replace `SignedExtension`. Introduce the idea of transactions which obey the runtime's extensions and have according Extension data (né Extra data) yet do not have hard-coded signatures. Deprecate the terminology of "Unsigned" when used for transactions/extrinsics owing to there now being "proper" unsigned transactions which obey the extension framework and "old-style" unsigned which do not. Instead we have __*General*__ for the former and __*Bare*__ for the latter. (Ultimately, the latter will be phased out as a type of transaction, and Bare will only be used for Inherents.) Types of extrinsic are now therefore: - Bare (no hardcoded signature, no Extra data; used to be known as "Unsigned") - Bare transactions (deprecated): Gossiped, validated with `ValidateUnsigned` (deprecated) and the `_bare_compat` bits of `TransactionExtension` (deprecated). - Inherents: Not gossiped, validated with `ProvideInherent`. - Extended (Extra data): Gossiped, validated via `TransactionExtension`. - Signed transactions (with a hardcoded signature). - General transactions (without a hardcoded signature). `TransactionExtension` differs from `SignedExtension` because: - A signature on the underlying transaction may validly not be present. - It may alter the origin during validation. - `pre_dispatch` is renamed to `prepare` and need not contain the checks present in `validate`. - `validate` and `prepare` is passed an `Origin` rather than a `AccountId`. - `validate` may pass arbitrary information into `prepare` via a new user-specifiable type `Val`. - `AdditionalSigned`/`additional_signed` is renamed to `Implicit`/`implicit`. It is encoded *for the entire transaction* and passed in to each extension as a new argument to `validate`. This facilitates the ability of extensions to acts as underlying crypto. There is a new `DispatchTransaction` trait which contains only default function impls and is impl'ed for any `TransactionExtension` impler. It provides several utility functions which reduce some of the tedium from using `TransactionExtension` (indeed, none of its regular functions should now need to be called directly). Three transaction version discriminator ("versions") are now permissible: - 0b000000100: Bare (used to be called "Unsigned"): contains Signature or Extra (extension data). After bare transactions are no longer supported, this will strictly identify an Inherents only. - 0b100000100: Old-school "Signed" Transaction: contains Signature and Extra (extension data). - 0b010000100: New-school "General" Transaction: contains Extra (extension data), but no Signature. For the New-school General Transaction, it becomes trivial for authors to publish extensions to the mechanism for authorizing an Origin, e.g. through new kinds of key-signing schemes, ZK proofs, pallet state, mutations over pre-authenticated origins or any combination of the above. ## Code Migration ### NOW: Getting it to build Wrap your `SignedExtension`s in `AsTransactionExtension`. This should be accompanied by renaming your aggregate type in line with the new terminology. E.g. Before: ```rust /// The SignedExtension to the basic transaction logic. pub type SignedExtra = ( /* snip */ MySpecialSignedExtension, ); /// Unchecked extrinsic type as expected by this runtime. pub type UncheckedExtrinsic = generic::UncheckedExtrinsic<Address, RuntimeCall, Signature, SignedExtra>; ``` After: ```rust /// The extension to the basic transaction logic. pub type TxExtension = ( /* snip */ AsTransactionExtension<MySpecialSignedExtension>, ); /// Unchecked extrinsic type as expected by this runtime. pub type UncheckedExtrinsic = generic::UncheckedExtrinsic<Address, RuntimeCall, Signature, TxExtension>; ``` You'll also need to alter any transaction building logic to add a `.into()` to make the conversion happen. E.g. Before: ```rust fn construct_extrinsic( /* snip */ ) -> UncheckedExtrinsic { let extra: SignedExtra = ( /* snip */ MySpecialSignedExtension::new(/* snip */), ); let payload = SignedPayload::new(call.clone(), extra.clone()).unwrap(); let signature = payload.using_encoded(|e| sender.sign(e)); UncheckedExtrinsic::new_signed( /* snip */ Signature::Sr25519(signature), extra, ) } ``` After: ```rust fn construct_extrinsic( /* snip */ ) -> UncheckedExtrinsic { let tx_ext: TxExtension = ( /* snip */ MySpecialSignedExtension::new(/* snip */).into(), ); let payload = SignedPayload::new(call.clone(), tx_ext.clone()).unwrap(); let signature = payload.using_encoded(|e| sender.sign(e)); UncheckedExtrinsic::new_signed( /* snip */ Signature::Sr25519(signature), tx_ext, ) } ``` ### SOON: Migrating to `TransactionExtension` Most `SignedExtension`s can be trivially converted to become a `TransactionExtension`. There are a few things to know. - Instead of a single trait like `SignedExtension`, you should now implement two traits individually: `TransactionExtensionBase` and `TransactionExtension`. - Weights are now a thing and must be provided via the new function `fn weight`. #### `TransactionExtensionBase` This trait takes care of anything which is not dependent on types specific to your runtime, most notably `Call`. - `AdditionalSigned`/`additional_signed` is renamed to `Implicit`/`implicit`. - Weight must be returned by implementing the `weight` function. If your extension is associated with a pallet, you'll probably want to do this via the pallet's existing benchmarking infrastructure. #### `TransactionExtension` Generally: - `pre_dispatch` is now `prepare` and you *should not reexecute the `validate` functionality in there*! - You don't get an account ID any more; you get an origin instead. If you need to presume an account ID, then you can use the trait function `AsSystemOriginSigner::as_system_origin_signer`. - You get an additional ticket, similar to `Pre`, called `Val`. This defines data which is passed from `validate` into `prepare`. This is important since you should not be duplicating logic from `validate` to `prepare`, you need a way of passing your working from the former into the latter. This is it. - This trait takes two type parameters: `Call` and `Context`. `Call` is the runtime call type which used to be an associated type; you can just move it to become a type parameter for your trait impl. `Context` is not currently used and you can safely implement over it as an unbounded type. - There's no `AccountId` associated type any more. Just remove it. Regarding `validate`: - You get three new parameters in `validate`; all can be ignored when migrating from `SignedExtension`. - `validate` returns a tuple on success; the second item in the tuple is the new ticket type `Self::Val` which gets passed in to `prepare`. If you use any information extracted during `validate` (off-chain and on-chain, non-mutating) in `prepare` (on-chain, mutating) then you can pass it through with this. For the tuple's last item, just return the `origin` argument. Regarding `prepare`: - This is renamed from `pre_dispatch`, but there is one change: - FUNCTIONALITY TO VALIDATE THE TRANSACTION NEED NOT BE DUPLICATED FROM `validate`!! - (This is different to `SignedExtension` which was required to run the same checks in `pre_dispatch` as in `validate`.) Regarding `post_dispatch`: - Since there are no unsigned transactions handled by `TransactionExtension`, `Pre` is always defined, so the first parameter is `Self::Pre` rather than `Option<Self::Pre>`. If you make use of `SignedExtension::validate_unsigned` or `SignedExtension::pre_dispatch_unsigned`, then: - Just use the regular versions of these functions instead. - Have your logic execute in the case that the `origin` is `None`. - Ensure your transaction creation logic creates a General Transaction rather than a Bare Transaction; this means having to include all `TransactionExtension`s' data. - `ValidateUnsigned` can still be used (for now) if you need to be able to construct transactions which contain none of the extension data, however these will be phased out in stage 2 of the Transactions Horizon, so you should consider moving to an extension-centric design. ## TODO - This PR implements an (optional) cap of the era inflation that is allocated to staking rewards. The remaining is minted directly into the [`RewardRemainder`](https://github.com/paritytech/polkadot-sdk/blob/fb0fd3e6/substrate/frame/staking/src/pallet/mod.rs#L160) account, which is the treasury pot account in Polkadot and Kusama. The staking pallet now has a percent storage item, `MaxStakersRewards`, which defines the max percentage of the era inflation that should be allocated to staking rewards. The remaining era inflation (i.e. `remaining = max_era_payout - staking_payout.min(staking_payout * MaxStakersRewards))` is minted directly into the treasury. This sets the `default-features` to `false` in the root and then overwrites that in each create to its original value. This is necessary since otherwise the `default` features are additive and its impossible to disable them in the crate again once they are enabled in the workspace. The `TotalLockedValue` storage value in nomination pools pallet may get out of sync if the staking pallet does implicit withdrawal of unlocking chunks belonging to a bonded pool stash. This fix is based on a new method in the `OnStakingUpdate` traits, `on_withdraw`, which allows the nomination pools pallet to adjust the `TotalLockedValue` every time there is an implicit or explicit withdrawal from a bonded pool's stash. This PR also adds a migration that checks and updates the on-chain TVL if it got out of sync due to the bug this PR fixes. **Changes to `trait OnStakingUpdate`** In order for staking to notify the nomination pools pallet that chunks where withdrew, we add a new method, `on_withdraw` to the `OnStakingUpdate` trait. The nomination pools pallet filters the withdraws that are related to bonded pool accounts and updates the `TotalValueLocked` accordingly. **Others** - Adds try-state checks to the EPM/staking e2e tests - Adds tests for auto withdrawing in the context of nomination pools **To-do** - [x] check if we need a migration to fix the current `TotalValueLocked` (run try-runtime) - [x] migrations to fix the current on-chain TVL value

[frame] `#[pallet::composite_enum]` improved variant count handling + removed `pallet_balances`'s `MaxHolds` config (#2657) I started this investigation/issue based on @liamaharon question [here](https://github.com/paritytech/polkadot-sdk/pull/1801#discussion_r1410452499). ## Problem The `pallet_balances` integrity test should correctly detect that the runtime has correct distinct `HoldReasons` variant count. I assume the same situation exists for RuntimeFreezeReason. It is not a critical problem, if we set `MaxHolds` with a sufficiently large value, everything should be ok. However, in this case, the integrity_test check becomes less useful. **Situation for "any" runtime:** - `HoldReason` enums from different pallets: ```rust /// from pallet_nis #[pallet::composite_enum] pub enum HoldReason { NftReceipt, } /// from pallet_preimage #[pallet::composite_enum] pub enum HoldReason { Preimage, } // from pallet_state-trie-migration #[pallet::composite_enum] pub enum HoldReason { SlashForContinueMigrate, SlashForMigrateCustomTop, SlashForMigrateCustomChild, } ``` - generated `RuntimeHoldReason` enum looks like: ```rust pub enum RuntimeHoldReason { #[codec(index = 32u8)] Preimage(pallet_preimage::HoldReason), #[codec(index = 38u8)] Nis(pallet_nis::HoldReason), #[codec(index = 42u8)] StateTrieMigration(pallet_state_trie_migration::HoldReason), } ``` - composite enum `RuntimeHoldReason` variant count is detected as `3` - we set `type MaxHolds = ConstU32<3>` - `pallet_balances::integrity_test` is ok with `3`(at least 3) However, the real problem can occur in a live runtime where some functionality might stop working. This expansion generates the `VariantCount` implementation for pallets' `HoldReason`, `FreezeReason`, `LockId`, and `SlashReason`. Enum variants must be plain enum values without fields to ensure a deterministic count. This PR removes current default for `RewardDestination`, which may cause confusion since a ledger should not have a default reward destination: either it has a reward destination, or something is wrong. It also changes the `Payee`'s reward destination in storage from `ValueQuery` to `OptionQuery`. In addition, it adds a `try_state` check to make sure each bonded ledger have a valid reward destination. We currently use a bit of a hack in `.cargo/config` to make sure that clippy isn't too annoying by specifying the list of lints. There is now a stable way to define lints for a workspace. The only down side is that every crate seems to have to opt into this so there's a *few* files modified in this PR. Partially Addresses #2500 Adds a `deprecate_controller_batch` call to the staking pallet that is callable by `Root` and `StakingAdmin`. To be used for controller account deprecation and removed thereafter. Adds `MaxControllersDeprecationBatch` pallet constant that defines max possible deprecations per call. - [x] Add `deprecate_controller_batch` call, and `MaxControllersInDeprecationBatch` constant. - [x] Add tests, benchmark, weights. Addresses #409. This request has been raised by multiple community members - the ability for the nomination pool root role to configure permissionless commission claiming: > Would it be possible to have a claim_commission_other extrinsic for claiming commission of nomination pools permissionless? This PR does not quite introduce this additional call, but amends `do_claim_commission` to check a new `claim_permission` field in the `Commission` struct, configured by an enum: ``` enum CommissionClaimPermission { Permissionless, Account(AccountId), } ``` This can be optionally set in a bonded pool's `commission.claim_permission` field: ``` struct BondedPool { commission: { <snip> claim_permission: Option<CommissionClaimPermission<T::AccountId>>, }, <snip> } ``` This is a new field and requires a migration to add it to existing pools. This will be `None` on pool creation, falling back to the `root` role having sole access to claim commission if it is not set; this is the behaviour as it is today. This is also nice because it points the dev to an example of how to use `VersionedMigration`.

PR link in the older substrate repository: https://github.com/paritytech/substrate/pull/13498. # Context Rewards payout is processed today in a single block and limited to `MaxNominatorRewardedPerValidator`. This number is currently 512 on both Kusama and Polkadot. This PR tries to scale the nominators payout to an unlimited count in a multi-block fashion. Exposures are stored in pages, with each page capped to a certain number (`MaxExposurePageSize`). Starting out, this number would be the same as `MaxNominatorRewardedPerValidator`, but eventually, this number can be lowered through new runtime upgrades to limit the rewardeable nominators per dispatched call instruction. The changes in the PR are backward compatible. ## How payouts would work like after this change Staking exposes two calls, 1) the existing `payout_stakers` and 2) `payout_stakers_by_page`. ### payout_stakers This remains backward compatible with no signature change. If for a given era a validator has multiple pages, they can call `payout_stakers` multiple times. The pages are executed in an ascending sequence and the runtime takes care of preventing double claims. ### payout_stakers_by_page Very similar to `payout_stakers` but also accepts an extra param `page_index`. An account can choose to payout rewards only for an explicitly passed `page_index`. **Lets look at an example scenario** Given an active validator on Kusama had 1100 nominators, `MaxExposurePageSize` set to 512 for Era e. In order to pay out rewards to all nominators, the caller would need to call `payout_stakers` 3 times. - `payout_stakers(origin, stash, e)` => will pay the first 512 nominators. - `payout_stakers(origin, stash, e)` => will pay the second set of 512 nominators. - `payout_stakers(origin, stash, e)` => will pay the last set of 76 nominators. ... - `payout_stakers(origin, stash, e)` => calling it the 4th time would return an error `InvalidPage`. The above calls can also be replaced by `payout_stakers_by_page` and passing a `page_index` explicitly. ## Commission note Validator commission is paid out in chunks across all the pages where each commission chunk is proportional to the total stake of the current page. This implies higher the total stake of a page, higher will be the commission. If all the pages of a validator's single era are paid out, the sum of commission paid to the validator across all pages should be equal to what the commission would have been if we had a non-paged exposure. ### Migration Note Strictly speaking, we did not need to bump our storage version since there is no migration of storage in this PR. But it is still useful to mark a storage upgrade for the following reasons: - New storage items are introduced in this PR while some older storage items are deprecated. - For the next `HistoryDepth` eras, the exposure would be incrementally migrated to its corresponding paged storage item. - Runtimes using staking pallet would strictly need to wait at least `HistoryDepth` eras with current upgraded version (14) for the migration to complete. At some era `E` such that `E > era_at_which_V14_gets_into_effect + HistoryDepth`, we will upgrade to version X which will remove the deprecated storage items. Adds a config file that allows to run `zepter` without any arguments in the workspace to address all issues. A secondary workflow for the CI is provided as `zepter run check`. Both the formatting and linting are now in one check for efficiancy. The latest version also detects some more things that `featalign` was already showing. closes https://github.com/paritytech/polkadot-sdk/issues/1882 ## Breaking Changes This PR introduces a new item to `pallet_balances::Config`: ```diff trait Config { ++ type RuntimeFreezeReasons; } ``` This value is only used to check it against `type MaxFreeze`. A similar check has been added for `MaxHolds` against `RuntimeHoldReasons`, which is already given to `pallet_balances`. In all contexts, you should pass the real `RuntimeFreezeReasons` generated by `construct_runtime` to `type RuntimeFreezeReasons`. The `xcm` crate was renamed to `staging-xcm` to be able to publish it to crates.io as someone as squatted `xcm`. The problem with this rename is that the `TypeInfo` includes the crate name which ultimately lands in the metadata. The metadata is consumed by downstream users like `polkadot-js` or people building on top of `polkadot-js`. These people are using the entire `path` to find the type in the type registry. Thus, their code would break as the type path would now be [`staging_xcm`, `VersionedXcm`] instead of [`xcm`, `VersionedXcm`]. This pull request fixes this by renaming the path segment `staging_xcm` to `xcm`.
