Reorder dependencies' keys (#6967) · a843d15e

It doesn't make sense to only reorder the features array.

For example:

This makes it hard for me to compare the dependencies and features,
especially some crates have a really really long dependencies list.
```toml
[dependencies]
c = "*"
a = "*"
b = "*"

[features]
std = [
  "a",
  "b",
  "c",
]
```

This makes my life easier.
```toml
[dependencies]
a = "*"
b = "*"
c = "*"

[features]
std = [
  "a",
  "b",
  "c",
]
```

sp-api: `impl_runtime_apis!` replace the use of `Self` as a type argument (#4012) · a1aa71ea

### Overview 

Introduces similar checker struct to `CheckTraitDecls` in
`decl_runtime_apis!` - `CheckTraitImpls`. Overrides
`visit::visit_type_path` to detect usage of `Self` as a type argument
within the scope of `impl_runtime_apis!`.

**Note**: only prevents the usage of `Self` as a type argument in an
angle bracket `<>`, as it is the only use case that fails to compile.
For example, the code
[below](https://github.com/paritytech/polkadot-sdk/blob/master/cumulus/parachains/runtimes/bridge-hubs/bridge-hub-westend/src/lib.rs#L1002)
compiles fine:

```rs
impl BridgeMessagesConfig<WithBridgeHubRococoMessagesInstance> for Runtime {
  fn is_relayer_rewarded(relayer: &Self::AccountId) -> bool {
	  let bench_lane_id = <Self as BridgeMessagesConfig<WithBridgeHubRococoMessagesInstance>>::bench_lane_id();
	  // ...
```

### Result

Given a block of code like this:

A bit of a controversial move, but a good preparation for even further
reducing the traffic on outdated content of `substrate.io`. Current
status:

Previously, I was in favor of changing the domain of the rust-docs to
something like `polkadot-sdk.parity.io` or similar, but I think the
current format is pretty standard and has a higher chance of staying put
over the course of time:

`https://paritytech.github.io/polkadot-sdk/`

Lift all dependencies (the big one) (#4716) · 8efa0544

After preparing in https://github.com/paritytech/polkadot-sdk/pull/4633,
we can lift also all internal dependencies up to the workspace.

This does not actually change anything, but uses `workspace = true` for
all dependencies. You can check it with:
```bash
git checkout -q $(git merge-base oty-lift-all-deps origin/master)
cargo tree -e features > master.out

git checkout -q oty-lift-all-deps
cargo tree -e features > new.out
diff master.out new.out
```

It did not yet lift 100% of dependencies, some inside of `target.*` or
some that had conflicting aliases introduced recently. But i will do
these together in a follow-up with CI checks.

Can be reproduced with [zepter](https://github.com/ggwpez/zepter/):
`zepter transpose d lift-to-workspace "regex:.*" --version-resolver
highest --skip-package "polkadot-sdk" --ignore-errors --fix`.

sp-api: Use macro to detect if `frame-metadata` is enabled (#4117) · d1b0ef76

While `sp-api-proc-macro` isn't used directly and thus, it should have
the same features enabled as `sp-api`. However, I have seen issues
around `frame-metadata` not being enabled for `sp-api`, but for
`sp-api-proc-macro`. This can be prevented by using the
`frame_metadata_enabled` macro from `sp-api` that ensures we have the
same feature set between both crates.

Lifting some more dependencies to the workspace. Just using the
most-often updated ones for now.
It can be reproduced locally.

```sh
# First you can check if there would be semver incompatible bumps (looks good in this case):
$ zepter transpose dependency lift-to-workspace --ignore-errors syn quote thiserror "regex:^serde.*"

# Then apply the changes:
$ zepter transpose dependency lift-to-workspace --version-resolver=highest syn quote thiserror "regex:^serde.*" --fix

# And format the changes:
$ taplo format --config .config/taplo.toml
```

Set clippy lints in workspace (requires rust 1.74) (#2390) · be8e6268

We currently use a bit of a hack in `.cargo/config` to make sure that
clippy isn't too annoying by specifying the list of lints.

There is now a stable way to define lints for a workspace. The only down
side is that every crate seems to have to opt into this so there's a
*few* files modified in this PR.

- [x] PR that upgrades CI to use rust 1.74 is merged.

Using taplo, fixes all our broken and inconsistent toml formatting and
adds CI to keep them tidy.

If people want we can customise the format rules as described here

, I suggest zepter is used only for checking features are
propagated, and leave formatting for taplo to avoid duplicate work and
conflicts.

Adds a config file that allows to run `zepter` without any arguments in
the workspace to address all issues.
A secondary workflow for the CI is provided as `zepter run check`. Both
the formatting and linting are now in one check for efficiancy.

The latest version also detects some more things that `featalign` was
already showing.

Error message [in the
CI](https://gitlab.parity.io/parity/mirrors/polkadot-sdk/-/jobs/3916205)
now looks like this:

* Improve handling of unset `StorageVersion`

When a user is forgetting to set the storage version in a pallet and calls
`current_storage_version` to compare it against the `on_chain_storage_version` it will now fail to
compile the code. Before the pallet macro just returned `StorageVersion::default()` for
`current_storage_version` leading to potential issues with migrations. Besides that it also checks
in `post_upgrade` that the pallet storage version was upgraded and thus, no migration was missed.

* sp-api: Support expanding the macro code

This pr introduces the `expander` crate to expand the generated source code into a file. This gives
better error reporting when trying to fix issues in the macro itself as Rustc will point to the line
in this file. The feature can be enabled by setting `SP_API_EXPAND=1` at compile time.

Besides that the generated code is changed to fix warnings in the exanped version.
