The `pallet-collator-selection` is not correctly using the weight for the [new_session](https://github.com/blockdeep/pallet-collator-staking/blob/main/src/benchmarking.rs#L350-L353) function. The first parameter is the removed candidates, and the second one the original number of candidates before the removal, but both values are swapped.

After preparing in https://github.com/paritytech/polkadot-sdk/pull/4633, we can lift also all internal dependencies up to the workspace. This does not actually change anything, but uses `workspace = true` for all dependencies. You can check it with: ```bash git checkout -q $(git merge-base oty-lift-all-deps origin/master) cargo tree -e features > master.out git checkout -q oty-lift-all-deps cargo tree -e features > new.out diff master.out new.out ``` It did not yet lift 100% of dependencies, some inside of `target.*` or some that had conflicting aliases introduced recently. But i will do these together in a follow-up with CI checks. Attempt to avoid specifying `BlockHashCount` for different `mocking::{MockBlock, MockBlockU32, MockBlockU128}` (#4543) While doing some migration/rebase I came in to the situation, where I needed to change `mocking::MockBlock` to `mocking::MockBlockU32`: ``` #[derive_impl(frame_system::config_preludes::TestDefaultConfig)] impl frame_system::Config for TestRuntime { type Block = frame_system::mocking::MockBlockU32<TestRuntime>; type AccountData = pallet_balances::AccountData<ThisChainBalance>; } ``` But actual `TestDefaultConfig` for `frame_system` is using `ConstU64` for `type BlockHashCount = frame_support::traits::ConstU64<10>;` [here](https://github.com/paritytech/polkadot-sdk/blob/master/substrate/frame/system/src/lib.rs#L303). Because of this, it force me to specify and add override for `type BlockHashCount = ConstU32<10>`. Fixes https://github.com/paritytech/polkadot-sdk/issues/4206 In #1340 one of the storage types was changed from `Candidates` to `CandidateList`. Since the actual key includes the hash of this value, all of the candidates stored here are (a) "missing" and (b) unable to unreserve their candidacy bond. Changes (partial https://github.com/paritytech/polkadot-sdk/issues/994): - Set log to `0.4.20` everywhere - Lift `log` to the workspace Starting with a simpler one after seeing https://github.com/paritytech/polkadot-sdk/pull/2065 from @jsdw . This sets the `default-features` to `false` in the root and then overwrites that in each create to its original value. This is necessary since otherwise the `default` features are additive and its impossible to disable them in the crate again once they are enabled in the workspace. [frame] `#[pallet::composite_enum]` improved variant count handling + removed `pallet_balances`'s `MaxHolds` config (#2657) I started this investigation/issue based on @liamaharon question [here](https://github.com/paritytech/polkadot-sdk/pull/1801#discussion_r1410452499). ## Problem The `pallet_balances` integrity test should correctly detect that the runtime has correct distinct `HoldReasons` variant count. I assume the same situation exists for RuntimeFreezeReason. It is not a critical problem, if we set `MaxHolds` with a sufficiently large value, everything should be ok. We currently use a bit of a hack in `.cargo/config` to make sure that clippy isn't too annoying by specifying the list of lints. There is now a stable way to define lints for a workspace. The only down side is that every crate seems to have to opt into this so there's a *few* files modified in this PR. Using taplo, fixes all our broken and inconsistent toml formatting and adds CI to keep them tidy. If people want we can customise the format rules as described here https://taplo.tamasfe.dev/configuration/formatter-options.html @ggwpez , I suggest zepter is used only for checking features are propagated, and leave formatting for taplo to avoid duplicate work and conflicts. This eliminates the first come, first served mechanism that was in place before. A similar check has been added for `MaxHolds` against `RuntimeHoldReasons`, which is already given to `pallet_balances`. In all contexts, you should pass the real `RuntimeFreezeReasons` generated by `construct_runtime` to `type RuntimeFreezeReasons`. The `xcm` crate was renamed to `staging-xcm` to be able to publish it to crates.io as someone as squatted `xcm`. The problem with this rename is that the `TypeInfo` includes the crate name which ultimately lands in the metadata. The metadata is consumed by downstream users like `polkadot-js` or people building on top of `polkadot-js`. These people are using the entire `path` to find the type in the type registry. Thus, their code would break as the type path would now be [`staging_xcm`, `VersionedXcm`] instead of [`xcm`, `VersionedXcm`]. This pull request fixes this by renaming the path segment `staging_xcm` to `xcm`. This requires: https://github.com/paritytech/scale-info/pull/197 --------- Co-authored-by:
