This PR backports regular version bumps and prdocs reordering from the
1.14.0 release branch to master

Introduce migration type to remove data associated with a specific
storage of a pallet.

Based on existing `RemovePallet` migration type.

Required for https://github.com/paritytech/polkadot-sdk/pull/3820

with the deprecation of Rococo, Encointer needs a new staging
environment. Paseo will be Polkadot-focused and westend Kusama-focused,
so we propose to use Westend

## Overview

This PR brings in the new version of prdoc v0.0.6 and allows:
- local schema
- local config
- local template

It also fixes the existing prdoc files to match the new schema.
