This PR introduces a per-candidate `CoreIndex` but does it in a hacky way to avoid changing `CandidateCommitments`, `CandidateReceipts` primitives and networking protocols. #### Including `CoreIndex` in `BackedCandidate` If the `ElasticScalingMVP` feature bit is enabled then `BackedCandidate::validator_indices` is extended by 8 bits. The value stored in these bits represents the assumed core index for the candidate. It is temporary solution which works by creating a mapping from `BackedCandidate` to `CoreIndex` by assuming the `CoreIndex` can be discovered by checking in which validator group the validator that signed the statement is. [frame] `#[pallet::composite_enum]` improved variant count handling + removed `pallet_balances`'s `MaxHolds` config (#2657) I started this investigation/issue based on @liamaharon question [here](https://github.com/paritytech/polkadot-sdk/pull/1801#discussion_r1410452499). ## Problem The `pallet_balances` integrity test should correctly detect that the runtime has correct distinct `HoldReasons` variant count. I assume the same situation exists for RuntimeFreezeReason. It is not a critical problem, if we set `MaxHolds` with a sufficiently large value, everything should be ok. However, in this case, the integrity_test check becomes less useful. **Situation for "any" runtime:** - `HoldReason` enums from different pallets: ```rust /// from pallet_nis #[pallet::composite_enum] pub enum HoldReason { NftReceipt, } /// from pallet_preimage #[pallet::composite_enum] pub enum HoldReason { Preimage, } // from pallet_state-trie-migration #[pallet::composite_enum] pub enum HoldReason { SlashForContinueMigrate, SlashForMigrateCustomTop, SlashForMigrateCustomChild, } ``` - generated `RuntimeHoldReason` enum looks like: ```rust pub enum RuntimeHoldReason { #[codec(index = 32u8)] Preimage(pallet_preimage::HoldReason), #[codec(index = 38u8)] Nis(pallet_nis::HoldReason), #[codec(index = 42u8)] StateTrieMigration(pallet_state_trie_migration::HoldReason), } ``` - composite enum `RuntimeHoldReason` variant count is detected as `3` - we set `type MaxHolds = ConstU32<3>` - `pallet_balances::integrity_test` is ok with `3`(at least 3) However, the real problem can occur in a live runtime where some functionality might stop working. This is due to a total of 5 distinct hold reasons (for pallets with multi-instance support, it is even more), and not all of them can be used because of an incorrect `MaxHolds`, which is deemed acceptable according to the `integrity_test`: ``` // pseudo-code - if we try to call all of these: T::Currency::hold(&pallet_nis::HoldReason::NftReceipt.into(), &nft_owner, deposit)?; T::Currency::hold(&pallet_preimage::HoldReason::Preimage.into(), &nft_owner, deposit)?; T::Currency::hold(&pallet_state_trie_migration::HoldReason::SlashForContinueMigrate.into(), &nft_owner, deposit)?; // With `type MaxHolds = ConstU32<3>` these two will fail T::Currency::hold(&pallet_state_trie_migration::HoldReason::SlashForMigrateCustomTop.into(), &nft_owner, deposit)?; T::Currency::hold(&pallet_state_trie_migration::HoldReason::SlashForMigrateCustomChild.into(), &nft_owner, deposit)?; ``` ## Solutions A macro `#[pallet::*]` expansion is extended of `VariantCount` implementation for the `#[pallet::composite_enum]` enum type. This expansion generates the `VariantCount` implementation for pallets' `HoldReason`, `FreezeReason`, `LockId`, and `SlashReason`. Enum variants must be plain enum values without fields to ensure a deterministic count. The composite runtime enum, `RuntimeHoldReason` and `RuntimeFreezeReason`, now sets `VariantCount::VARIANT_COUNT` as the sum of pallets' enum `VariantCount::VARIANT_COUNT`: ```rust #[frame_support::pallet(dev_mode)] mod module_single_instance { #[pallet::composite_enum] pub enum HoldReason { ModuleSingleInstanceReason1, ModuleSingleInstanceReason2, } ... } #[frame_support::pallet(dev_mode)] mod module_multi_instance { #[pallet::composite_enum] pub enum HoldReason<I: 'static = ()> { ModuleMultiInstanceReason1, ModuleMultiInstanceReason2, ModuleMultiInstanceReason3, } ... } impl self::sp_api_hidden_includes_construct_runtime::hidden_include::traits::VariantCount for RuntimeHoldReason { const VARIANT_COUNT: u32 = 0 + module_single_instance::HoldReason::VARIANT_COUNT + module_multi_instance::HoldReason::<module_multi_instance::Instance1>::VARIANT_COUNT + module_multi_instance::HoldReason::<module_multi_instance::Instance2>::VARIANT_COUNT + module_multi_instance::HoldReason::<module_multi_instance::Instance3>::VARIANT_COUNT; } ``` In addition, `MaxHolds` is removed (as suggested [here](https://github.com/paritytech/polkadot-sdk/pull/2657#discussion_r1443324573)) from `pallet_balances`, and its `Holds` are now bounded to `RuntimeHoldReason::VARIANT_COUNT`. Currently all cryptographic primitive wrappers are all sparsed in `substrate/core` which contains "misc core" stuff. To simplify the process, as the first step with this PR I propose to move the cryptographic hashing there. The `substrate/crypto` folder was already created to contains `ec-utils` crate. A recent referendum failed because the parachain's sovereign account had enough funds for the deposit (the runtime at the time required a deposit) but not enough left over for the existential deposit, which must remain free. The current logic does not require a deposit for channels with system chains, and the current tests check that none is taken. This new test simply ensures that even without any balance in a parachain's sovereign account, opening a channel with a system chain will be successful.

Many clippy lints usually enforced by `-Dcomplexity` and `-Dcorrectness` are not caught by CI as they are gated by `features`, like `runtime-benchmarks`, while the clippy CI job runs with only the default features for all targets. This PR also adds a CI step to run clippy with `--all-features` to ensure the code quality is maintained behind feature gates from now on. Initial implementation for the plan discussed here: https://github.com/paritytech/polkadot-sdk/issues/701 Built on top of https://github.com/paritytech/polkadot-sdk/pull/1178 v0: https://github.com/paritytech/polkadot/pull/7554, ## Overall idea When approval-voting checks a candidate and is ready to advertise the approval, defer it in a per-relay chain block until we either have MAX_APPROVAL_COALESCE_COUNT candidates to sign or a candidate has stayed MAX_APPROVALS_COALESCE_TICKS in the queue, in both cases we sign what candidates we have available. This should allow us to reduce the number of approvals messages we have to create/send/verify. The parameters are configurable, so we should find some values that balance: - Security of the network: Delaying broadcasting of an approval shouldn't but the finality at risk and to make sure that never happens we won't delay sending a vote if we are past 2/3 from the no-show time. - Scalability of the network: MAX_APPROVAL_COALESCE_COUNT = 1 & MAX_APPROVALS_COALESCE_TICKS =0, is what we have now and we know from the measurements we did on versi, it bottlenecks approval-distribution/approval-voting when increase significantly the number of validators and parachains - Block storage: In case of disputes we have to import this votes on chain and that increase the necessary storage with MAX_APPROVAL_COALESCE_COUNT * CandidateHash per vote. Given that disputes are not the normal way of the network functioning and we will limit MAX_APPROVAL_COALESCE_COUNT in the single digits numbers, this should be good enough. Adds a `NodeFeatures` bitfield value to the runtime `HostConfiguration`, with the purpose of coordinating the enabling of node-side features, such as: https://github.com/paritytech/polkadot-sdk/issues/628 and https://github.com/paritytech/polkadot-sdk/issues/598. These are features that require all validators enable them at the same time, assuming all/most nodes have upgraded their node versions. This PR doesn't add any feature yet. These are coming in future PRs. Also adds a runtime API for querying the state of the client features and an extrinsic for setting/unsetting a feature by its index in the bitfield. ## Motivation `pallet-xcm` is the main user-facing interface for XCM functionality, including assets manipulation functions like `teleportAssets()` and `reserve_transfer_assets()` calls. While `teleportAsset()` works both ways, `reserve_transfer_assets()` works only for sending reserve-based assets to a remote destination and beneficiary when the reserve is the _local chain_. ## Solution This PR enhances `pallet_xcm::(limited_)reserve_withdraw_assets` to support transfers when reserves are other chains. This will allow complete, **bi-directional** reserve-based asset transfers user stories using `pallet-xcm`. Enables following scenarios: - transferring assets with local reserve (was previously supported iff asset used as fee also had local reserve - now it works in all cases), - transferring assets with reserve on destination, - transferring assets with reserve on remote/third-party chain (iff assets and fees have same remote reserve), - transferring assets with reserve different than the reserve of the asset to be used as fees - meaning can be used to transfer random asset with local/dest reserve while using DOT for fees on all involved chains, even if DOT local/dest reserve doesn't match asset reserve, - transferring assets with any type of local/dest reserve while using fees which can be teleported between involved chains. All of the above is done by pallet inner logic without the user having to specify which scenario/reserves/teleports/etc. The correct scenario and corresponding XCM programs are identified, and respectively, built automatically based on runtime configuration of trusted teleporters and trusted reserves. #### Current limitations: - while `fees` and "non-fee" `assets` CAN have different reserves (or fees CAN be teleported), the remaining "non-fee" `assets` CANNOT, among themselves, have different reserve locations (this is also implicitly enforced by `MAX_ASSETS_FOR_TRANSFER=2`, but this can be safely increased in the future). - `fees` and "non-fee" `assets` CANNOT have **different remote** reserves (this could also be supported in the future, but adds even more complexity while possibly not being worth it - we'll see what the future holds). (imported from https://github.com/paritytech/cumulus/pull/2157) ## Changes This MR refactores the XCMP, Parachains System and DMP pallets to use the [MessageQueue](https://github.com/paritytech/substrate/pull/12485) for delayed execution of incoming messages. The DMP pallet is entirely replaced by the MQ and thereby removed. This allows for PoV-bounded execution and resolves a number of issues that stem from the current work-around. All System Parachains adopt this change. The most important changes are in `primitives/core/src/lib.rs`, `parachains/common/src/process_xcm_message.rs`, `pallets/parachain-system/src/lib.rs`, `pallets/xcmp-queue/src/lib.rs` and the runtime configs. ### DMP Queue Pallet The pallet got removed and its logic refactored into parachain-system. Overweight message management can be done directly through the MQ pallet. Now only sends the most recent channel `Signals`, as all prio ones are out-dated anyway. ### Parachain System pallet For `DMP` messages instead of forwarding them to the `DMP` pallet, it now pushes them to the configured `DmpQueue`. The message processing which was triggered in `set_validation_data` is now being done by the MQ pallet `on_initialize`. XCMP messages are still handed off to the `XcmpMessageHandler` (XCMP-Queue pallet) - no change here. Not sure how to best fix. Just having them like this makes tests fail that rely on the real message processor when the feature is enabled. - [ ] Need a good weight for `MessageQueueServiceWeight`. The scheduler already takes 80% so I put it to 10% but that is quite low. We shouldn't override with their default fields that have been added in the previous version(v8), because we are going to lose whatever values have been set. A similar check has been added for `MaxHolds` against `RuntimeHoldReasons`, which is already given to `pallet_balances`. In all contexts, you should pass the real `RuntimeFreezeReasons` generated by `construct_runtime` to `type RuntimeFreezeReasons`. The migration was missing to migrate `AvailabilityCores`. If this isn't migrated, all parachains in the availability phase would stall until the next session is started. This pull request fixes this by migrating this data. Besides that it is doing some cosmetics.

Combination of paritytech/polkadot#7005, its addon PR paritytech/polkadot#7585 and its companion paritytech/cumulus#2433. This PR introduces a new XcmFeesToAccount struct which implements the `FeeManager` trait, and assigns this struct as the `FeeManager` in the XCM config for all runtimes. The struct simply deposits all fees handled by the XCM executor to a specified account. In all runtimes, the specified account is configured as the treasury account. XCM __delivery__ fees are now being introduced (unless the root origin is sending a message to a system parachain on behalf of the originating chain). # Note for reviewers Most file changes are tests that had to be modified to account for the new fees. Main changes are in: - cumulus/pallets/xcmp-queue/src/lib.rs <- To make it track the delivery fees exponential factor - polkadot/xcm/xcm-builder/src/fee_handling.rs <- Added. Has the FeeManager implementation - All runtime xcm_config files <- To add the FeeManager to the XCM configuration # Important note After this change, instructions that create and send a new XCM (Query*, Report*, ExportMessage, InitiateReserveWithdraw, InitiateTeleport, DepositReserveAsset, TransferReserveAsset, LockAsset and RequestUnlock) will require the corresponding origin account in the origin register to pay for transport delivery fees, and the onward message will fail to be sent if the origin account does not have the required amount. This delivery fee is on top of what we already collect as tx fees in pallet-xcm and XCM BuyExecution fees! The runtime code of a parachain can be replaced on the relay-chain via: [cumulus]: [enact_authorized_upgrade](https://github.com/paritytech/polkadot-sdk/blob/1a38d6d6/cumulus/pallets/parachain-system/src/lib.rs#L661); this is used for a runtime upgrade when a parachain is not bricked. [polkadot] (these are used when a parachain is bricked): - [force_set_current_code](https://github.com/paritytech/polkadot-sdk/blob/1a38d6d6/polkadot/runtime/parachains/src/paras/mod.rs#L823): immediately changes the runtime code of a given para without a pvf check (root). - [force_schedule_code_upgrade](https://github.com/paritytech/polkadot-sdk/blob/1a38d6d6/polkadot/runtime/parachains/src/paras/mod.rs#L864): schedules a change to the runtime code of a given para including a pvf check of the new code (root). - [schedule_code_upgrade](https://github.com/paritytech/polkadot-sdk/blob/1a38d6d6/polkadot/runtime/common/src/paras_registrar.rs#L395): schedules a change to the runtime code of a given para including a pvf check of the new code. Besides root, the parachain or parachain manager can call this extrinsic given that the parachain is unlocked. Polkadot signals a parachain to be ready for a runtime upgrade through the [GoAhead](https://github.com/paritytech/polkadot-sdk/blob/e4949344 /polkadot/primitives/src/v5/mod.rs#L1229) signal. When in cumulus `enact_authorized_upgrade` is executed, the same underlying helper function of `force_schedule_code_upgrade` & `schedule_code_upgrade`: [schedule_code_upgrade](https://github.com/paritytech/polkadot/blob/09b61286da11921a3dda0a8e4015ceb9ef9cffca/runtime/parachains/src/paras/mod.rs#L1778), is called on the relay-chain, which sets the `GoAhead` signal (if the pvf is accepted). If Cumulus receives the `GoAhead` signal from polkadot without having the `PendingValidationCode` ready, it will panic ([ref](https://github.com/paritytech/polkadot/pull/7412)). For `enact_authorized_upgrade` we know for sure the `PendingValidationCode` is set. On the contrary, for `force_schedule_code_upgrade` & `schedule_code_upgrade` this is not the case. This PR refactors the staking ledger logic to encapsulate all reads and mutations of `Ledger`, `Bonded`, `Payee` and stake locks within the `StakingLedger` struct implementation. With these changes, all the reads and mutations to the `Ledger`, `Payee` and `Bonded` storage map should be done through the methods exposed by StakingLedger to ensure the data and lock consistency of the operations. The new introduced methods that mutate and read Ledger are: - `ledger.update()`: inserts/updates a staking ledger in storage; updates staking locks accordingly (and ledger.bond(), which is synthatic sugar for ledger.update()) - `ledger.kill()`: removes all Bonded and StakingLedger related data for a given ledger; updates staking locks accordingly; `StakingLedger::get(account)`: queries both the `Bonded` and `Ledger` storages and returns a `Option<StakingLedger>`. The pallet impl exposes fn ledger(account) as synthatic sugar for `StakingLedger::get(account)`. Retrieving a ledger with `StakingLedger::get()` can be done by providing either a stash or controller account. The input must be wrapped in a `StakingAccount` variant (Stash or Controller) which is treated accordingly. This simplifies the caller API but will eventually be deprecated once we completely get rid of the controller account in staking. However, this refactor will help with the work necessary when completely removing the controller. Other goals: - No logical changes have been introduced in this PR; - No breaking changes or updates in wallets required; - No new storage items or need to perform storage migrations; - Centralise the changes to bonds and ledger updates to simplify the OnStakingUpdate updates to the target list (related to https://github.com/paritytech/polkadot-sdk/issues/443) Note: it would be great to prevent or at least raise a warning if `Ledger<T>`, `Payee<T>` and `Bonded<T>` storage types are accessed outside the `StakingLedger` implementation. # Description In a couple of cases, there were links pointing to the w3f github pages domain. In other instances, there were links pointing to the old polkadot repo's github pages. Both of these are now pointing to the relevant links in https://paritytech.github.io/polkadot-sdk/book/index.html. These changes were made specifically because the w3f github pages returns a 404, and while fixing the links, the old polkadot repo links were touched up as well even if they do redirect properly. This shouldn't affect anything as these are documentation link changes only.
