Remove `substrate-frame-cli` (#4403)

Library `substrate-frame-cli` seems unused.

Last non-dependabot update to the folder was over [two years
ago](https://github.com/paritytech/polkadot-sdk/commits/master/substrate/utils/frame/frame-utilities-cli).
