Fix wasm compilation

The wasm build was broken because of a typo in
`core/test-runtime/src/lib.rs`, and missing gates on the `std` feature
in `core/consensus/{aura,babe}/primitives/Cargo.toml`.  Additionally,
improve the quotation in the build scripts.
