client/authority-discovery: Increase request counter per request

Increase counter for every authority-addresses-request, instead of a
single increase for a batch of requests for all authorities.

With this commit one can see the amount of in-flight requests
subtracting the request counter from the
event_received{name=~"found|not_found"} counter.
