Added collective pallet and made validator set work with collective origin. (#6) 



* Added collective pallet. Made validator set work with collective origin.
* Use EnsureRootOrHalfCouncil origin as ForceOrigin for assets pallet
* Fixed validator addition using council.
* Replaced threshold for council.
