I added a new `ExternalConsensusLocationsConverterFor` struct to handle external global consensus locations and their child locations. This struct extends the functionality of existing converters (`GlobalConsensusParachainConvertsFor` and `EthereumLocationsConverterFor`) while maintaining backward compatibility.
