Changes:
- Add pallet-parameters to Rococo to configure the NIS and preimage
pallet.
- Fix names of expanded dynamic params. Apparently, `to_class_case`
removes suffix `s`, and `Nis` becomes `Ni` 

. Now using
`to_pascal_case`.
