Changes in PR: 
- enables `Check Cargo Check Runtimes` (it was accidentally disabled)
- reorder jobs in test-misc to make it faster
- add `quick-benchmarks-omni` to `check-frame-omni-bencher` (the
workflow is currently disabled)
