Michal Kucharczyk authored#### Description Avoid banning future/stale transactions reported as invalid by the authorship module. #### Note for reviewers When re-org is handled by transaction pool, the view for new fork (`Bn'`) is cloned from the tip of the other existing fork (`Bn`). The new view is not entirely re-validated during the maintain process (it will be revalidated in the background), so it may happen that it contains transactions that are ready on (`Bn`) but actually are not ready on (`Bn'`). All required (which are expected to be in retracted set) transactions are submitted to the new view, but order of txs in ready iterator is not updated. The proper fix would require to re-build the the iterator - which is not trivial as we do not have tags for transactions for block `Bn'` yet. We could force retracted txs to be before ready transactions but it also does not feel to be a good solution - it still would be best effort trial. For now allowing future transactions to re-enter the view immediately is in my opinion a good compromise. This PR is a quick fix and actually brings back behavior of txpool from before merging #6008. The bad thing is that incorrect transactions are detected during block authorship, but this situation to happen requires some specific pre-conditions which should be rare. If this PR is not merged, some transaction will get included into blocks, only after [`DEFAULT_BAN_TIME_SECS`](https://github.com/paritytech/polkadot-sdk/blob/4b39ff00 /substrate/client/transaction-pool/src/graph/rotator.rs#L37), which is pretty bad. --------- Co-authored-by:

This PR addresses an issue with the handling of message execution when blocked by the barrier. Instead of returning an `Outcome::Error`, we modify the behaviour to return `Outcome::Incomplete`, which includes the weight consumed up to the point of rejection and the error that caused the blockage. This change ensures more accurate weight tracking during message execution, even when interrupted. It improves resource management and aligns the XCM executor’s behaviour with better error handling practices. --------- Co-authored-by: -

# Description Fixes polkadot-fellows/runtimes#509 The Bounties expiration and renewal heavily depends on manual interactions through UI. This PR refactors the duration of the bounty to be an optional configuration constant. Meta transactions implementation. The meta transaction follows a layout similar to that of a regular transaction and can leverage the same extensions implementing the `TransactionExtension` trait. Once signed and shared by the signer, the relayer may submit a regular transaction with the `pallet_meta_tx::dispatch` call, passing the signed meta transaction as an argument. To see an example, refer to the mock setup and the `sign_and_execute_meta_tx` test case in `substrate/frame/meta-tx/src/tests.rs` file. Aligned with #7206, this PR exposes `pallet-treasury`'s pot account as an extra constant. Users can this way for instance donate to the chain's treasury account, or founders can easily spot it in case they require to fund it. Asset Hub was using the native token for benchmarking xcm instructions. This is not the best since it's cheaper than using something in `pallet-assets` for example. Had to remove some restrictive checks from `pallet-xcm-benchmarks`. This PR punishes behaviors that deviate from the notification spec. When a peer misbehaves by writing data on an unidirectional read stream, the peer is banned and disconnected immediately. This PR adds a convenience extrinsic `manual_slash` for the governance to slash a validator manually. ## Changes * The `on_offence` implementation for the Staking pallet accepts a slice of `OffenceDetails` including the full validator exposure, however, it simply [ignores](https://github.com/paritytech/polkadot-sdk/blob/c8d33396 /substrate/frame/staking/src/pallet/impls.rs#L1864) that part. I've extracted the functionality into an inherent `on_offence` method that takes `OffenceDetails` without the full exposure and this is called directly in `manual_slash` * `manual_slash` creates an offence for a validator with a given slash percentange ## Questions - [x] should `manual_slash` accept session instead of an era when the validator was in the active set? staking thinks in terms of eras and we can check out of bounds this way, which is why it was chosen for this implementation, but if there are arguments against, happy to change to session index - [X] should the accepted origin be something more than just root? ## Summary The existing fungible migration code has an issue when handling partially unbonding accounts, leaving them in an inconsistent state. These changes fix it by properly withdrawing overstake from unlock chunks. This PR also removes the `withdraw_overstake` extrinsic from pallet-staking, as this scenario could only occur before the fungible migration. This PR makes the litep2p backend the default network backend in Kusama. We performed a gradual rollout in Kusama by asking validators to manually switch to litep2p. The rollout went smoothly, with 250 validators running litep2p without issues. This PR represents the next step in testing the backend at scale. Thanks to everyone who contributed to making this happen! A special shoutout to the validators for their prompt support and cooperation
