Reuse wasmi Module when validating.
Prepare the code for 0.32 and the addition of Module::new_unchecked

This PR backports:
- node version bump
- `spec_vesion` bump
- reordering of the `prdocs` to the appropriate folder
from the `1.9.0` release branch

with the deprecation of Rococo, Encointer needs a new staging
environment. Paseo will be Polkadot-focused and westend Kusama-focused,
so we propose to use Westend

## Overview

This PR brings in the new version of prdoc v0.0.6 and allows:
- local schema
- local config
- local template

It also fixes the existing prdoc files to match the new schema.
