As per #3326, removes pallet::getter macro usage from pallet-grandpa.
The syntax `StorageItem::<T, I>::get()` should be used instead.

As per #3326, removes pallet::getter macro usage from the
pallet-identity. The syntax `StorageItem::<T, I>::get()` should be used
instead.

Also makes all storage values public
