BlockId removal: &Hash to Hash (#1818) 

* BlockId removal: &Hash to Hash

It changes &Block::Hash argument to Block::Hash.

This PR is part of BlockId::Number refactoring analysis (paritytech/substrate#11292)

* update lockfile for {"polkadot", "substrate"}
