Add missing events to nomination pool extrinsincs (#7377)

Closes #7370 .

# Description

Some extrinsics from `pallet_nomination_pools` were not emitting events:
* `set_configs`
* `set_claim_permission`
* `set_metadata`
* `chill`
* `nominate`
