chore: upgrade srtool-actions and subwasm (#526)

- add builds for "statemint", "rococo", "shell"
- switch to chevdor/[email protected] which default the new srtool image from paritytech/srtool
- bumps up the version of subwasm
- cleanup
- ability to start builds on-demand
