Related to https://github.com/paritytech/polkadot-sdk/issues/7360

This PR adds `DecodeWithMemTracking` as a trait bound for `Header`,
`Block` and `TransactionExtension` and
derives it for all the types that implement these traits in
`polkadot-sdk`.
