Try dependabot for multiple branches (#2370) 

* check if dependabot allows multiple "target-branch" values

* no, target-branch can't be array (https://github.com/dependabot/dependabot-core/issues/2159 and https://github.com/dependabot/dependabot-core/issues/2511) - let's try duplication
