Closes #32 (closed).

Add a simple onboarding process:

If it's the first run, then we show an Onboarding page (empty right now). Can add a tutorial, terms of use etc to this page.
If the user doesn't have any acccounts, then the next step is account creation. If the user already has accounts on his parity, then we redirect to the homepage.
