* Ignore dapps_policy.json

* Produce warning for non-ignored files

- Wire up platforms to match those of CI.
- Introduce "final" feature to tag version with "nightly".

- Move Updater into its own crate.
- Change ethcore -> parity in authors, homepages and licenses.
