windows installer `parity_$VER_installer.exe`
rpm package `parity_$VER_x86_64.rpm`

* Update .gitlab-ci.yml

add cache ``target``
fix windows and centos arg's

* Update installer.nsi

add ``ethstore.exe, ethkey.exe and parity-evm.exe`` to windows installer

* Update cov.sh

add timeout to coverage test's (10 min per test)
